At Lighthouse Communities Foundation, we are looking for a State Head – Odisha to lead that journey at scale.

This is not just an operations role. You will be responsible for turning strategy into action across multiple centres, building partnerships that open doors for young people, developing leaders, and ensuring that thousands of underserved youth move from aspiration to skills, employment, entrepreneurship, and sustainable livelihoods.

If you are someone who can sit across the table with a government official in the morning, work with a corporate partner in the afternoon, and spend time understanding what young people and field teams need on the ground — this role could be for you.

What You Will Lead

Lead the State. Scale the Impact.

Own the strategic and operational performance of the Lighthouse Program across Odisha.

You will:

- Lead and scale operations across multiple Lighthouse Centres.
- Translate state-level strategy into solid execution at the centre and community level.
- Drive outcomes across youth mobilisation, skilling, placements, livelihoods, and alumni engagement.
- Build systems that improve quality, consistency, efficiency, and scalability.
- Use data and field insights to identify what is working, what isn't, and what needs to change.

Build Partnerships That Create Opportunity

Youth transformation doesn't happen in isolation.

You will build and nurture relationships with:

- Government departments and district administration.
- Corporates and CSR partners.
- Employers and industry networks.
- NGOs, donors, training and livelihood partners.
- Community leaders and other ecosystem stakeholders.

You will represent Lighthouse in government reviews, partner meetings, external forums, and strategic conversations — creating partnerships that translate into real opportunities for young people.

You will strengthen the ecosystem that helps young people move from learning → employment → income → sustainable livelihoods.

This includes

- Expanding employer and placement partnerships.
- Strengthening pathways to entrepreneurship and self-employment.
- Identifying new livelihood opportunities and ecosystem partners.
- Supporting fundraising and donor engagement.
- Ensuring that program delivery translates into measurable youth outcomes.

Build Leaders, Not Just Teams A strong state program needs strong people.

You will lead and develop cross-functional teams working across multiple locations, while creating a culture where people:

- Take ownership.
- Learn continuously.
- Collaborate across functions.
- Use data to make decisions.
- Hold themselves and each other accountable.
- Put young people at the centre of their work.

You will also contribute to recruitment, capability building, performance management, and leadership development.

We are looking for a leader who doesn't simply run existing systems — but improves them.

You will identify opportunities to strengthen program quality, operational efficiency, youth engagement, and centre experience, while ensuring Lighthouse Centres remain safe, inclusive, welcoming, and youth-centric spaces.

What You'll Bring

Qualifications

- Master's degree in Social Work, Development Studies, Management, Education, or a related discipline preferred.
- 10 years of relevant experience in NGO leadership, community development, livelihoods, skilling, education, employability, or social impact programs.

Experience & Capabilities

- Experience leading multi-location programs and cross-functional teams.
- Strong program and operations management skills.
- Demonstrated experience working with government stakeholders and district-level administration.
- Strong partnership-building and stakeholder management capabilities.
- Experience in youth skilling,



employability, livelihoods, or community development.
- Ability to lead through influence, ambiguity, and complexity.
- Strong communication, presentation, negotiation, and relationship-building skills.
- Proficiency in MS Office and Google Workspace.
