Programme Funding Manager, West Africa

Location: West Africa Regional Locations (Expected salary ranges are published per country location in the application portal)

Tearfund is looking for a energetic and visionary individual to fill the role of Programme Funding Manager, West Africa. Working directly with the Regional Director, Country Directors, and regional leadership, you will drive regional portfolio growth, lead hands-on technical proposal writing, and cultivate strategic donor relationships strictly across West Africa.

Are you able to:

- Lead Winning Proposals: Take direct, hands-on leadership in writing high-quality technical proposals and leading cross-functional bid development across the region.
- Build Donor Pipelines: Create, manage, and monitor a robust regional donor partnership pipeline while cultivating strategic consortia with external NGO partners.
- Facilitate Program Design: Co-facilitate participatory design workshops on Theory of Change, logframes, results frameworks, and smart indicators across country teams.
- Strengthen Regional Capacity: Train country offices on donor trends, regulations, and prepositioning strategies to move from reactive bidding to proactive strategy.
- Provide Governance & Oversight: Serve as a permanent member of the regional Bid Response Committee and direct mid-year and annual reviews of country funding plans.

Do you have:

- A degree or post-graduate qualification in International Development, Project Management,



Social Sciences, or a relevant discipline?
- Essential dual experience combining direct program/project management with institutional funding acquisition in an INGO setting?
- A proven track record of writing and securing large-scale, winning technical proposals for major institutional donors (e.g., USAID, FCDO, EU, UN agencies)?
- Full bilingual fluency in both written and spoken French and English?
- An active, established network within the West African donor and NGO community, particularly with UN and FCDO actors?
- Demonstrated expertise in co-facilitating Theory of Change and project design processes?

- Candidates must have the permit to live and work in one of Tearfund's operating locations in West Africa. Salary for this role is set as follows: Togo - XOF 26,264,860, Cote d'Ivoire - XOF 38,764,931, Chad - XAF 26, 313,990, Burkina Faso -XOF 30,324,439, Mali - XOF 28,251,299.
