Role Summary The Program Manager will own and manage the end-to-end Cognizant's Rhythm of Business for the BCBSMN XH Program, ensuring the program operates at scale with clear cadence, accountable owners, decision forums, reporting, and follow-through. This role will turn the operating model into a disciplined execution system across daily, weekly, monthly, and quarterly governance.

Key Responsibilities

· Own the overall operating model, including ceremonies, cadence, agendas, inputs, outputs, and accountable owners.

· Separate program governance from delivery execution, so each forum has a clear purpose and measurable outcome.

· Manage weekly operating forums including Scrum of Scrums, Architecture & Environment Review, Program Control, Product Change Control, and Governance Health.

· Drive client status reporting and Cognizant executive delivery governance to ensure timely escalations, decisions, and cross-workstream unblocks.

· Maintain RAID logs, Jira dashboards, program health scorecards, status packs, and governance reports.

· Track action items, risks, blockers, spillovers, and decisions through closure.

· Partner with Delivery Managers, Scrum Masters, Architecture Leads, Implementation Leads, Program Director, Delivery Director, and Engagement Delivery Partner.

· Standardize reporting templates, scorecards, and meeting discipline across the implementation of waves.





· Monitor PMO discipline and continuously inspect whether forums are producing decisions, not just discussion.

· Support training readiness by identifying SAFe, Scrum, and governance skill gaps.

· Prepare materials for monthly executive alignment and quarterly all-hands engagement forums.

Required Qualifications

· Solid program management experience in large-scale technology or transformation programs.

· Experience managing Health Plan transformation, core platform migrations. Must understand health care domain.

· Experience managing governance cadences, PMO operations, RAID, Jira, status reporting, and executive communications.

· Ability to operate across delivery, architecture, product, governance, finance, people, and client-facing forums.

· Strong stakeholder management skills across onshore/offshore and senior leadership teams.

· Excellent written and verbal communication, with the ability to turn complex program data into decision-ready updates.

· SAFe, Scrum, Agile delivery, or enterprise PMO experience preferred.

· Clear ownership and attendance across all ceremonies.

· Reduced meeting overlap and improved decision velocity.

· Timely closure of risks, actions, blockers, and escalations.

· Consistent scorecards, Jira dashboards, RAID logs, and status packs.
