Role Overview:
The Librarian will be responsible for the overall management, development, digitisation, and effective utilisation of the University Library and its learning resources. The role goes beyond the traditional management of books and circulation. The Librarian is expected to develop the library as a student-centric Learning Resource Centre that actively supports teaching, research, skill development, employability, innovation, and lifelong learning.
The Librarian will ensure that physical and digital resources are easily accessible, appropriately organised, effectively utilised, and continuously aligned with the academic programmes and evolving requirements of Medhavi Skills University.
Key Responsibilities:
A.
Library
Administration & Operations
- Manage the day-to-day functioning of the University Library and associated learning/resource facilities.
- Develop and implement library policies, SOPs, circulation procedures, membership norms, and operating guidelines.
- Ensure systematic acquisition, accessioning, classification, cataloguing,
shelving, circulation, and preservation of library resources.
- Maintain accurate records of books, journals, periodicals, newspapers, reports, reference materials, and other resources.
- Ensure efficient issue, return, renewal, reservation, and recovery of library materials.
- Conduct periodic stock verification and reconciliation of library resources.
- Maintain appropriate systems for damaged, lost, obsolete, and withdrawn materials.
- Ensure appropriate library timings based on student’s and academic requirements, including during examinations and other high-demand periods.
B.
Digital
Library & Technology
- Develop and strengthen the University’s digital library ecosystem.
- Manage e-books, e-journals, research databases, institutional repositories, online learning resources, and other digital subscriptions.
- Ensure effective implementation and utilisation of the Library Management System (LMS/ILMS).
- Facilitate remote and campus-based access to digital learning resources wherever applicable.
- Promote awareness and usage of digital databases and online academic resources among students and faculty.
- Explore emerging technologies, including AI-enabled search, research and knowledge management tools, to enhance library services.
- Maintain accurate digital catalogues and ensure easy discoverability of resources.
C. Academic & Student Support
- Work closely with Heads of Schools, Programme In-Charges, faculty members, and academic teams to understand programme-specific resource requirements.
- Ensure availability of textbooks, reference books, journals, case studies, reports, and digital resources required for different programmes.
- Conduct library orientation programmes for newly admitted students.
- Train students in effective use of catalogues, databases, e-resources, research platforms, and credible online information sources.
- Support students in literature searches, assignments, projects, presentations, research, and academic referencing.
- Develop initiatives to improve reading habits and library utilisation among students.
- Organise book displays, reading campaigns, author interactions, knowledge sessions, quizzes, book reviews, and other library engagement activities.
D. Faculty & Research Support
- Assist faculty and researchers in identifying relevant books, journals, databases, reports, and research materials.
- Support literature review, reference management, citation practices, and information retrieval.
- Facilitate awareness of research databases, open-access resources, institutional repositories, and scholarly publications.
- Support the development and maintenance of an institutional repository for research papers, publications, reports, projects, dissertations, and other academic outputs, as applicable.
- Coordinate with academic teams for continuous improvement of programme-wise library resources.
E. Acquisition & Resource Development
- Prepare annual and periodic plans for acquisition of books, journals, databases, and other learning resources.
- Collect recommendations from faculty, Schools, and academic departments.
- Evaluate resource requirements based on curriculum, student strength, programme requirements, usage patterns, and applicable regulatory norms.
- Coordinate with publishers, vendors, distributors,
and service providers for procurement and subscriptions.
- Support comparative evaluation and cost-effective procurement of library resources in accordance with University policies.
- Monitor subscriptions and ensure timely renewal of essential databases, journals, magazines, and digital resources
F. Compliance, Accreditation & Documentation
- Maintain all library documentation required for statutory, regulatory, accreditation, audit and quality-assurance purposes.
- Support the University in documentation and data requirements relating to UGC, NAAC and other applicable regulatory/accreditation bodies.
- Maintain programme-wise and School-wise data on library holdings and utilisation.
- Provide accurate information and supporting evidence during inspections, audits, accreditation exercises, and academic reviews.
- Maintain records of purchases, subscriptions, circulation, footfall, digital-resource usage, stock verification, and student/faculty engagement.
G.
Library
Utilisation & Performance Analytics
- The Librarian will be expected to actively monitor and improve utilisation rather than only maintain resources.
Key data points should include:
- Daily/monthly student footfall
- Number of active library users
- Book issue and return statistics
- Programme-wise resource utilisation
- E-book/e-journal/database usage
- Most and least utilised resources
- Student and faculty feedback
- New acquisitions
- Library orientation and engagement activities
- Pending book recoveries
- Digital resource adoption
A periodic Library Utilisation Dashboard/Report should be submitted to the University management.
H.
Student
Discipline & Library Environment
- Maintain a skilled, welcoming, inclusive, and academically conducive environment in the library.
- Ensure compliance with library rules and appropriate student conduct.
- Maintain cleanliness, proper seating arrangements, signage, resource organisation, and overall ambience.
- Coordinate with relevant administrative teams regarding infrastructure, IT, housekeeping, security, and maintenance requirements.
- Ensure library resources and facilities are handled responsibly.
Qualifications &
Skills Required:
- Master’s Degree in Library Science / Library & Information Science (M.Lib.I.Sc. or equivalent) from a recognised university.
- Qualifications should meet applicable University/UGC requirements for the position.
- NET/SET/Ph.D., wherever applicable or preferred under relevant regulatory norms.
- Additional certification/training in digital libraries, research databases, information systems, or library automation.
- Strong knowledge of library and information science practices • Library automation and digital library management

- Data management and reporting skills
