Role Overview

Our client is looking for a target-driven Liaison Officer to identify, pursue and secure Government projects, schemes, tenders, training programs and institutional partnerships for the engineering college. The goal is to build new, sustainable revenue streams by connecting the institution with Central and State Government departments, PSUs, Skill Development Missions, corporations and other government-funded organizations.This is a business development role first, not just a coordination or liaison position.

You will own the full cycle: identify opportunities, build relationships, prepare proposals, secure projects, coordinate execution and generate revenue.

Key ResponsibilitiesGovernment Project Identification

- Track Central and State Government schemes, projects, tenders, EOIs/RFPs and funding opportunities.
- Identify schemes that match the college's engineering courses, infrastructure, faculty, students and skill-development capabilities (e.g., PMKVY, Skill India, State Skill Development Missions, employment-linked programs).
- Maintain a database and calendar of upcoming opportunities and submission deadlines.

Project Acquisition & Business Development

- Approach government departments, missions, boards, corporations and implementing agencies to generate new project opportunities.
- Develop proposals, concept notes, project profiles and presentations.
- Coordinate with academic and administrative teams on technical and financial proposals.
- Follow up on submissions through to approval, work order, MoU or project allocation.

Government Liaisoning

- Build and maintain professional relationships with government officials and implementing agencies.
- Coordinate meetings, presentations, inspections and audits.




- Ensure timely submission of documents, reports, certificates and compliance requirements.

Empanelment & Registration

- Identify portals, departments and agencies where the college can register or get empanelled.
- Manage registration and eligibility documentation, and keep records of certifications, MoUs and empanelments up to date.

Revenue Generation

- Build government-funded projects into a sustainable income source through training, implementation, consultancy, infrastructure utilization, certification and skill-development programs.
- Prepare an annual Government Business Development Plan with project-wise revenue potential.

Project Execution Coordination

- Coordinate with college departments for smooth implementation after project award.
- Monitor milestones, targets, deliverables and timelines.
- Work with finance/accounts on billing, utilization certificates and payment follow-up.

Tender & Proposal Management

- Monitor tender portals and notifications; screen tenders for eligibility, commercial viability and strategic fit.
- Coordinate preparation and submission of EOI, RFP, RFQ and tender documents.
- Maintain a pipeline of submitted, active, won and lost opportunities.

Key Performance IndicatorsPerformance will be measured primarily on actual government business generated, including opportunities identified, proposals and tenders submitted,



projects secured, total project value, revenue realized, departments and agencies onboarded, empanelments completed,MoUs and work orders secured, payment collection and project closure, and new government-funded revenue streams developed.Candidate Profile

- Bachelor's or Master's degree in Management, Commerce, Public Administration, Social Sciences or a related field.
- 37 years of experience in Government Liaisoning, Government Projects, Skill Development, Tender Management, Business Development or Institutional Partnerships.
- Solid understanding of Government schemes, tenders, EOI/RFP processes and government-funded projects.
- Strong communication, relationship-management, proposal-writing and documentation skills.
- Ability to independently spot opportunities and convert them into projects.
- Willingness to travel for meetings with government departments and agencies.

Preferred Experience Preference will be given to candidates with experience in the PMKVY / Skill India ecosystem, State Skill Development Missions, NSDC/SSC ecosystem, government training projects, engineering or technical institutions, government universities or colleges, government tenders and procurement, CSR-funded skill development projects, PSUs or government corporations, and education or vocational training projects.
