Function: Regulatory / Import Compliance

Reporting To: Head – Regulatory / Business Head

Location: STELCORE

Role Type: Full-Time

1. Role Purpose

The IOR Specialist will be responsible for managing and coordinating Importer of Record (IOR) activities for STELCORE's clients and ensuring that import transactions are executed in accordance with applicable customs, regulatory and documentation requirements. The role will coordinate across clients, regulatory teams, customs brokers, freight forwarders, logistics partners and internal stakeholders to ensure timely and compliant import clearance.

The position will be responsible for maintaining accurate import documentation, monitoring shipments and clearances, resolving customs-related issues and ensuring that IOR obligations are properly managed across assigned markets.

Core Responsibilities

A. IOR Management

- Manage IOR activities for assigned clients, products and markets.
- Coordinate import transactions from documentation through customs clearance.
- Ensure IOR requirements are understood and completed before shipment arrival.
- Maintain required importer information, registrations and supporting documentation.
- Coordinate with relevant internal and external stakeholders for IOR requirements.
- Monitor changes in importer, product or market requirements that may impact IOR activities.

B. Import Documentation
- Review import documentation for completeness and consistency.
- Coordinate required documents including commercial invoices, packing lists, shipping documents, certificates and other applicable regulatory documents.
- Verify that product descriptions, quantities, values, classifications and other relevant information are appropriately documented.
- Identify documentation gaps before shipment clearance.




- Maintain organised records of import transactions and supporting documents.

C. Customs & Clearance Coordination
- Coordinate with customs brokers and freight forwarders for shipment clearance.
- Track shipment status from dispatch through customs clearance and delivery.
- Follow up on customs queries, documentation requirements and clearance holds.
- Coordinate responses to customs or broker requests.
- Monitor clearance timelines and escalate potential delays.
- Ensure shipment-related issues are followed through to closure.

D. Duties, Taxes & Import Costs
- Coordinate with Finance and relevant stakeholders on applicable duties, taxes and import-related charges.
- Track import-related financial requirements and payment status.
- Review supporting documentation for customs duties, taxes and other applicable charges.
- Identify discrepancies or unexpected charges and escalate for resolution.
- Maintain visibility of import costs by shipment/client where required.

E. Regulatory & Customs Issue Resolution
- Identify and escalate customs, documentation or regulatory issues affecting import clearance.
- Coordinate with Regulatory, Legal, Customs Brokers and other relevant teams for resolution.
- Maintain an issue and exception tracker.
- Conduct basic root-cause analysis for recurring clearance delays.
- Recommend corrective actions to prevent repeat issues.

F. Client & Stakeholder Coordination
- Coordinate with clients regarding shipment requirements, documentation and clearance status.
- Provide timely updates on shipment and customs status.




- Coordinate with internal Regulatory, Logistics, Finance and Operations teams.
- Manage communication with customs brokers, freight forwarders and other service providers.
- Escalate material delays, compliance risks or financial exposures to the reporting manager.

G. MIS & Records

Maintain regular MIS covering

- Shipments in transit
- Shipments awaiting clearance
- Customs holds
- Clearance TAT
- Documentation exceptions
- Duties and taxes
- Open customs issues
- Delayed shipments
- IOR-related compliance requirements
- Pending actions and ageing

Ensure all IOR and import records are maintained accurately and are readily available for review or audit.

Ideal Candidate Profile

- Experience: 3–7 years in Import Compliance, IOR, Customs, International Trade, Freight Forwarding, Trade Compliance or Import Operations.
- Strong understanding of import documentation and customs clearance processes.
- Experience coordinating with customs brokers and freight forwarders.
- Strong documentation and record-management skills.
- Good understanding of shipment lifecycle and import-clearance processes.
- Strong follow-up and stakeholder coordination skills.
- Good analytical and problem-solving ability.
- Strong attention to detail.

Preferred Background Candidates from import/export companies, freight forwarding, customs brokerage, regulatory consulting, trade compliance or international logistics would be relevant.
