HR Executive – Compliance
Department: Human Resources
Designation: HR Executive – Compliance
Reporting To: HR Manager / Head – HR
Location: Head Office / Project Sites
Experience: 2–5 Years
Industry Preference: EPC / Engineering / Construction / Project-based Organisation
1. Job Purpose
To ensure effective implementation and monitoring of statutory labour compliances across the organisation and project sites, maintain accurate compliance records, coordinate with statutory authorities, consultants, clients and site teams, and ensure timely submission of all required statutory documents and returns.
1. Key ResponsibilitiesA. Statutory Compliance
- Ensure compliance with applicable labour laws and statutory requirements at Head Office and project sites.
- Monitor compliance relating to PF, ESI, Professional Tax, Labour Welfare Fund, Bonus, Gratuity, Minimum Wages, Payment of Wages, Contract Labour and other applicable statutory requirements.
- Ensure timely preparation and submission of statutory returns, challans, registers and other prescribed records.
- Maintain statutory compliance calendars and ensure all renewals, payments and submissions are completed within the stipulated timelines.
- Track changes in labour laws and advise the HR Manager on applicable changes and required actions.
- Ensure proper maintenance of statutory registers and records in physical and electronic formats.
B. Project / Site Compliance
- Coordinate with Project Managers, Site HR/Admin teams and site personnel for implementation of statutory requirements.
- Ensure compliance requirements stipulated by clients are followed at project sites.
- Coordinate for labour licence, workmen documentation, gate pass requirements, deployment records and other project-specific compliance requirements.
- Verify manpower records, attendance, wage registers, salary payments and statutory deductions before submission to clients.
- Prepare and submit compliance documents in the formats prescribed by clients / project authorities.
- Monitor contractor / subcontractor compliance and collect required statutory documents from them.
- Follow up on pending compliance observations and ensure timely closure.
C. Payroll & Compliance Verification
- Verify monthly payroll inputs relating to statutory deductions and contributions.
- Cross-check PF/ESI challans, ECR, wage registers, bank statements, attendance and employee master data.
- Ensure statutory deductions are correctly calculated and remitted within the prescribed timelines.
- Identify discrepancies between payroll, attendance, bank payment and statutory records and coordinate for rectification.
- Support the HR team during monthly payroll processing and statutory audits.
D. Documentation & Record Management
- Maintain employee statutory records and compliance files.
- Ensure proper documentation of PF, ESI, PT, LWF, labour licence, registers, returns, challans and inspection records.
- Maintain site-wise compliance trackers and dashboards.
- Ensure all compliance documents are readily available for internal, client and statutory audits.
- Maintain records of compliance notices, observations and corrective actions.

Audits & Inspections
- Coordinate statutory inspections, audits and client compliance audits.
- Prepare required documents and records for inspections.
- Coordinate with labour consultants / statutory authorities whenever required.
- Track audit observations and ensure timely corrective action.
- Support management in preparing compliance reports and status updates.
F. Contractor / Labour Compliance
- Monitor statutory compliance of contract labour and manpower supplied through vendors.
- Collect and verify contractor documents such as:
- Labour licence
- PF/ESI registration
- Monthly challans and returns
- Wage registers
- Attendance records
- Bank payment proof
- Employee details
- Insurance / other applicable statutory documents
- Ensure contractors submit monthly compliance documents within the required timeline.
- Escalate non-compliance to the HR Manager / Management.
G. MIS & Reporting
- Prepare monthly HR Compliance MIS covering all locations / projects.
- Maintain compliance status trackers for:
- PF
- ESI
- PT
- LWF
- Labour Licence
- Contract Labour
- Statutory Returns
- Client Compliance
- Contractor Compliance
- Highlight overdue, pending and critical compliance issues to the HR Manager.
- Provide regular updates on compliance status and closure of observations.
