Outline India is a boutique research and data organization. We collect intelligence from the grassroots — running field surveys, impact evaluations, and policy research across India and South Asia, working with clients like the World Bank, UNDP, Mastercard, Google, and GSMA. We're a growing team that operates at scale: designing studies, deploying field teams, and turning ground-level data into analysis that informs decisions at the highest levels.

We are looking for an HR Consultant to work with organisations in the development and social-impact sector on building stronger, more structured, and people-focused HR systems.

The role will involve working closely with leadership and teams across HR strategy, policies, recruitment, performance management, employee engagement, and organisational processes.

Key ResponsibilitiesTalent & Recruitment

- Manage end-to-end hiring across research, programme, operations, and leadership roles.
- Develop JDs, screening processes, assessments, and interview frameworks.




- Build talent pipelines across the development and social-impact ecosystem.
- Support onboarding and employee lifecycle processes.

HR Systems & Policies

- Develop and improve HR policies, SOPs, templates, and documentation.
- Support probation, performance reviews, promotions, exits, and employee records.
- Strengthen HR trackers, dashboards, and reporting systems.
- Ensure consistency in implementation of people policies.

Employee Experience

- Support employee engagement and retention initiatives.
- Handle employee queries and workplace concerns.
- Work with managers on performance and team-related issues.
- Support training, feedback, and capability-building initiatives.

What We’re Looking For

- 3–5 years of HR experience, preferably in development, research, NGO, consulting, or social-impact organisations.
- Strong recruitment and HR operations experience.
- Experience drafting and implementing HR policies.
- Strong communication and stakeholder-management skills.
- Ability to manage multiple priorities independently.
- Experience working with consultants, field teams, or project-based organisations is a plus.
