Job Summary

We are seeking a proactive and experienced Health Safety Engineer to take full ownership and accountability for all Health, Safety, and Environmental (HSE) functions across construction and MEP project sites in Chennai. The incumbent will be responsible for implementing HSE management systems, ensuring statutory compliance, conducting inspections and audits, managing documentation, delivering safety training, and fostering a strong safety culture to achieve zero incidents across project operations. The role requires end-to-end responsibility for safety planning, risk assessment, permit-to-work systems, contractor management, accident prevention, and compliance with all applicable labor laws, client requirements, and regulatory standards.

Key Responsibilities

HSE Management Implementation

- Develop, implement, and monitor project-specific HSE plans, procedures, and safety programs.

- Ensure compliance with company HSE policies, client requirements, local regulations, and international standards.

- Drive a proactive safety culture across all project sites and workplaces.

- Monitor site activities to ensure safe execution of MEP, electrical, HVAC, plumbing, firefighting, testing commissioning works.

Hazard Control and Risk Assessment

- Conduct Job Hazard Analysis (JHA), Risk Assessments (RA), and Method Statement reviews.

- Identify workplace hazards and implement preventive and corrective measures.

- Ensure effective control measures for working at heights, hot works, confined spaces, lifting operations, electrical works, excavation, and other high-risk activities.

- Review and approve permits to work (PTW).

Site Inspections and Audits

- Conduct regular site safety inspections, audits, and compliance assessments.

- Track closure of observations, non-conformities, and corrective actions.

- Monitor contractor and subcontractor safety performance.

- Maintain safety KPIs and project safety scorecards.

Incident Investigation and Reporting

- Investigate accidents, incidents, near misses, and unsafe conditions.

- Identify root causes and recommend corrective and preventive actions.

- Prepare comprehensive incident investigation reports.





- Maintain records of all incidents and safety statistics.

Documentation Compliance

- Maintain all HSE records, registers, permits, reports, and statutory documentation.

- Ensure compliance with labor laws, occupational health requirements, and environmental regulations.

- Prepare and submit monthly HSE reports for management and client review.

- Ensure validity and maintenance of safety certifications and compliance records.

Training and Awareness

- Conduct site safety induction programs for employees, contractors, and visitors.

- Organize toolbox talks, safety campaigns, emergency drills, and awareness programs.

- Train employees on emergency response procedures and protected work practices.

- Assess competency requirements and coordinate specialized safety training.

Emergency Preparedness

- Develop and implement emergency response and evacuation procedures.

- Coordinate mock drills for fire, medical emergencies, rescue operations, and environmental incidents.

- Ensure availability and maintenance of firefighting and emergency equipment.

Occupational Health Management

- Monitor workplace health and hygiene standards.

- Coordinate employee medical examinations and health monitoring programs.

- Promote occupational wellness initiatives and heat stress management programs.

Stakeholder Coordination

- Liaise with clients, consultants, government authorities, and regulatory bodies on HSE matters.

- Support project teams in achieving project safety objectives.

- Participate in client safety meetings and audits.

Labor Law Regulatory Compliance

- Ensure complete compliance with applicable labor laws, safety regulations, and statutory requirements.

- Monitor contractor compliance with labor welfare provisions.





- Maintain records related to worker welfare, insurance, work permits, and statutory requirements.

- Coordinate inspections by government authorities and regulatory agencies.

Required Qualifications

- Bachelors Degree/Diploma in Engineering (Mechanical, Electrical, Civil, Safety Engineering, or related discipline).

- Certification in Occupational Health Safety.

- NEBOSH IGC / NEBOSH Construction Certificate (Preferred).

- IOSH Managing Safely / IOSH Working Safely.

- First Aid and Fire Safety Certification (Preferred).

Experience

- 4-6 years of relevant HSE experience in Construction and MEP projects.

- Hands-on experience managing safety requirements for commercial, industrial, residential, or infrastructure projects.

- Experience working with EPC, MEP, or construction contractors is preferred.
