Role Context The role covers the environmental compliance load of a zone spanning integrated units, grinding units and bulk terminals, with 40 to 50 environmental compliances to be adhered to, 40 to 50 environmental clearance reports to be obtained, 40 to 50 environment statement reports, 4 to 8 CGWA and other water clearances, 10 to 20 authorisations, 20 to 30 CTOs, 80 to 100 third party surveys and audits, and engagement with 50 to 70 external environmental ministries and bodies at Central, State and Regional levels. Forest clearances, CRZ clearances and EC transfers for new acquisitions apply as required.

There are five such positions across five zones.

The administrative landscape of environmental regulatory bodies is undergoing dynamic change, with State Level Head Offices as well as Regional Offices now involved in site surveys and audits for obtaining clearances. This required Section Heads at units to liaise across all levels of authority and make continuous visits, which led to the creation of the Zonal Environment Manager role to consolidate liaisoning and coordination at the Head Offices of regulatory bodies. Business growth through acquisitions and expansions brings a span of control challenge in meeting mandatory requirements across all units, and this role ensures representation at Head Offices so unit level Section Heads and HoDs can focus on achieving compliance at their own sites.

The defining challenges are continuous monitoring and reporting of compliance across all units in the zone to surface issues that could adversely affect operations, and building relationships with State level authorities strong enough to secure approvals and high acceptability of compliance reports, avoiding notices and directions that hinder unit operations.

Key Responsibilities

- Environmental Sustainability Planning: Review unit level environmental expenditure budgets against State level policy revisions and the modifications to action plans needed to meet target compliance levels, and prepare zonal budgets by consolidating budgets of all units in the zone for approval by DH Environment Compliance and DH Projects
- Internal Compliance Management and Audits: Drive adoption of the compliance framework across all units in the zone through continuous monitoring that identifies implementation gaps and standardises unit level monitoring, conduct inter-zonal audits per the annual environment compliance audit plan aligned to the risk-control framework across Mines, TPP and other functions, and prepare audit reports highlighting gaps or control failures at each level
- Unit Review and Gap Closure: Participate in unit review meetings within the zone to sensitise FHs and DHs on compliance gaps,



discuss root causes for control failures and red flags, assess immediate action plans to close gaps and build mitigation plans to avoid recurrence, and submit status reports to PF Environment Compliance
- External Reporting to Regulatory Bodies: Ensure all units in the zone adhere to the SOP set by DH Compliances by reviewing reports prior to upload on ministry sites and preparing a deviation checklist where data does not meet regulatory compliance levels, and ensure timely submission by every unit to avoid delays in uploading to State and Regional Office websites and internally to PF Compliance for company website upload
- Environmental Clearances: Perform liaisoning with officials stationed at the Environmental Ministry and Board Regional Offices for follow-up on approval of survey reports and public hearing MoMs, and coordinate with PF Projects (EC) on approvals obtained at Regional Office so applications can be processed further at the Central Ministry Office
- Stakeholder Engagement: Build strong relationships with senior officials of environmental regulatory bodies at State Head Offices authorised to process consents and clearances, consistently liaise to obtain timely approvals on pending applications and move files to Central Ministry Offices, aid site visits by State Head Office authorities, and strengthen relationships with FHs, DHs, Section Heads and PFs across unit functions to embed the compliance framework
- Environmental Data Digitisation (E-MIS): Ensure SH Setting at units perform regular surveillance based on the risk-control framework and continuously update records of critical functions on the E-MIS, and perform environmental data analysis by extracting compliance reports from the system to study trends and identify implementation gaps
- Compliance Capability Building: Assess requisite internal and external training needed to build domain expertise and propagate it through regular knowledge sharing sessions with Section Heads at units, conduct sessions based on third party audit recommendations to ensure adoption of committed action plans, and develop training content for continuous learning on compliance requirements and best practices
