Job Designation: Finance Officer

Job Summary: The Finance Officer is the statutory head of the Accounts Department and is responsible for providing strategic financial leadership, ensuring sound financial governance, budgeting, statutory compliance, audit management, financial reporting, and effective financial administration in accordance with UGC Regulations, University Statutes, Government Financial Rules (GFR), PFMS guidelines, and other applicable statutory requirements. The incumbent will support the University's financial sustainability through prudent financial planning, robust internal controls, and technology-driven financial systems.

Key Responsibilities

- Prepare the annual budgets, financial estimates and annual statements of accounts
- Manage day-to-day accounting, cash flow, banking, fee collection, payments and vendor settlements
- Present the annual accounts & Financial estimates to finance committee and thereafter to Executive Council for approval
- Ensure timely statutory payments, tax compliance, PF contributions and regulatory filings
- Oversee payroll, employee reimbursements and final settlements
- Ensure proper maintenance of financial records and Bank Reconciliation Statements
- Manage accounting and financial matters of all Schools, Campuses and other units related to University
- Serve as Ex-officio Non-Member Secretary of the Finance Committee and coordinate its meetings and minutes
- Advise the Vice Chancellor and Management on financial matters, investments and financial controls
- Coordinate with the CFO of SVKM, Deans, Directors, Auditors and other stakeholders on financial matters




- Bring any unauthorized expenditure or financial irregularity to the notice of Executive Council and recommend appropriate corrective action
- Monitor budget utilization & ensure that expenditure remains within the approved limit and is used for the purposes for which the funds are sanctioned

Educational Qualification

- Master’s Degree/MBA with at least 55% marks or equivalent grade in a relevant discipline, or a qualified qualification of CA/CMA (ICWA)
- The qualifications shall be in accordance with the applicable UGC Regulations and the University’s approved Bye-laws

Professional Experience

- At least 15 years’ experience in administration/teaching and administration, including 8 years as Deputy Registrar or an equivalent post

OR

- Comparable experience in financial administration in a Government/Semi-Government institution, reputed organization, or Higher Education Institution

OR

- At least 15 years’ experience as Assistant Professor/Lecturer, or 6 years as Associate Professor/Reader/Professor, along with experience in financial administration in a University/College

Skills and Competencies

- Strong expertise in financial management, accounting, budgeting, taxation, and statutory compliance
- Sound knowledge of UGC Regulations, financial rules, audit procedures, and financial reporting
- Proficiency in ERP/accounting systems and financial data analysis
- Strong leadership, decision-making, problem-solving, and stakeholder management skills




- Excellent communication and interpersonal skills, with a high degree of integrity, confidentiality, accuracy, and financial discipline
