Job Purpose:

To provide professional Cost Estimating services / support to Turnaround (TA) and Project engineering activities at the Stanlow Manufacturing Complex.

The Senior Cost Estimator role is part of the GCC Engineering Services Team which provides Engineering support to a small / large portfolio of Capital Works Projects & Turnarounds.

Cost Estimator role will

- Produce TA and Project CAPEX Cost Estimates (from front-end conceptual cost estimates through to bottom-up detailed control estimates)
- Review and develop site Cost Estimating Software, tools, & models as required to maintain predictable and accurate cost estimates.
- Monitor and evaluate out-turn costs to produce Key Performance Indicators and cost metrics, and normalise input data to future cost estimates.
- Implement Cost Estimating best practises, Cost Estimating work instructions and procedures.
- Preparation of Cost estimate and presentation of report to management as per project requirement.
- Coordinate with Suppliers, internal departments, and stake holders.
- Maintaining the records and basis of Cost estimation.

Principal Accountabilities:

- To provide independent and reliable multi-discipline Cost Estimating services to a portfolio of site capital Projects and Turnarounds. Produce conceptual front-end estimates through to detailed bottom-up control / cost sanction estimates, predicting capital, time and resources through-out each project phase.
- To lead the continued development of estimating tools, and review / update cost models as required to improve and refine cost estimating accuracies on future projects and TAs.
- To maintain an overview on all out-turn costs to generate cost performance data; use to support the development of department KPIs and use to calibrate and normalise input to future cost estimates.
- Define the project scope, phases to be estimated, communication channels, and establish any boundaries for estimates or project requirements.




- Provide documentation for each cost element, indicating sources of data, assumptions used and any other methodology or analysis.
- Follow Cost Estimating Work Instructions and procedures within the Quality Management System.
- To act as focal point for Cost Estimating requests and support the Engineering Services Manager in determining estimating resource requirements in the team.

Key Challenges:

- The Cost Estimating service provided by the Engineering Services Team is a key input to financial and business decision making processes for both site projects and turnarounds, and under-pins the CAPEX planning process. It is key that the site spends wisely and commits funding to the right projects; the Cost Estimator directly supports this.
- Ability to interface and interact with a range of stakeholders who support the cost estimating process.

Job Knowledge, Skills & Experience:

- Bachelor’s degree in engineering; Mechanical, Industrial, or other related engineering field.
- Minimum of 12 years’ experience in Cost Estimating, Cost Engineering.
- Significant and varied maintenance, engineering, and construction experience within the Oil Refining, Petrochemical or a process industry. Either client or contractor.
- Robust understanding and application of end-to-end Cost Engineering processes.
- Extensive experience of producing multi-discipline Project Capital Cost Estimates within a relevant industry sector.
- Experience of Turnaround Maintenance Cost Estimating is highly desirable but not essential
- Excellent IT Literacy – Advanced Excel is a distinct advantage.
- Good interpersonal skills and ability to positively interact with all key project and turnaround stakeholders, including 3rd parties.
- Commercially astute and LEAN focused
- Proficiency of working with Cost Engineering Ltd ‘Cleopatra Enterprise Cost Estimating’ software is highly desirable.
- Working knowledge of SAP is an added advantage.
- Strong communication skills both written and verbal.
