Role Overview

We are seeking a Consultant based in or willing to travel extensively across Jharkhand to oversee a field research study. This role focuses on driving data collection and supporting analysis while managing key relationships with government stakeholders, local partners, and ground-level actors.

The Consultant will play a critical role in managing data collection deliverables, guiding field partners, monitoring data quality, conducting data analysis, and helping translate primary field insights into policy relevance.

Key Responsibilities

Field

Study & Partner Management

- Act as the primary point of contact for field partners and coordinate household-level (HH) data collection in Jharkhand.
- Oversee partner onboarding, survey tool training, sampling protocols, and field launch schedules.
- Drive field quality assurance (QA/QC) by conducting back-checks, high-frequency data checks, and spot audits during primary survey rollouts.
- Ensure strict adherence to ethical research protocols and data privacy standards.
- Design, facilitate, and lead Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) with community members, field actors, and domain experts.

2. Stakeholder & Relationship Management

- Maintain strategic relationships with key government officials, department heads, and local authorities to align project objectives with state and regional priorities.
- Act as a liaison between field operations and stakeholders, ensuring smooth approvals and effective communication.
- Facilitate administrative permissions, field access,



and government coordination necessary for seamless operations.

3. Research & Data Analysis

- Work closely with research and program teams to conduct evidence-based research on social policies and author articles and briefs.
- Support the production of comprehensive research reports, whitepapers, and presentations for stakeholders.
- Support monitoring, evaluation, and data analysis efforts, including building research tools for program implementation.

Qualifications and Requirements

- Education: Master's degree in Economics, Public Policy, Development Studies, Statistics, or a related field.
- Work Experience: Minimum 4+ years of professional experience in empirical research, field survey management, or social policy initiatives.

At least 2 years of direct experience working with state/district government stakeholders in Jharkhand is strongly preferred along with managing a team of enumerators.

- Analytical Skills: Strong proficiency in quantitative data analysis.

Required experience with statistical tools (Stata, R, JAMOVI, Python, or Tableau) and high proficiency in MS Office (Excel, PowerPoint).

- Domain Knowledge: Familiarity with social security schemes, cash transfer programs, and poverty dynamics in Jharkhand.
- Alignment: A robust belief that cash transfers empower individuals with choice, dignity, and a pathway out of poverty.
- Languages: Fluency in spoken, written, and reading Hindi is mandatory. Working knowledge of local dialects spoken in Jharkhand is an added advantage.
- Flexibility: Willingness to undertake extensive field travel within Jharkhand as required by study timelines.
