ELCOT promotes IT investment in the state, builds technology infrastructure such as IT Parks and data centres, leads large-scale IT procurement for Government, and supports emerging technology sectors including AI and AVGC-XR.

Role Description The Associate – Web Portal Developer (Full Stack) is a full-time, on-site contract role based in Chennai, with 2 positions available. The role designs, develops, tests, deploys, and supports secure, responsive, and accessible web applications and portals for ELCOT, working under the guidance of the Team Lead and collaborating with internal teams and implementation partners.

Responsibilities include developing responsive front-end interfaces and back-end services/APIs, integrating applications with databases and CMS platforms, writing clean and testable code, troubleshooting production defects and performance issues, and implementing secure coding, authentication, and accessibility (GIGW 3.0, WCAG 2.1 AA) requirements. The role also supports deployments in the State Data Centre/cloud environments and works closely with analysts, QA, and infrastructure teams.

Qualifications

Bachelor's degree in Computer Science, Information Technology,



Computer Applications, Engineering or a closely related discipline from a recognised University / Institution; OR equivalent recognised qualification.

3-5 years of relevant professional experience in web application / full-stack development.

Skills

- HTML5, CSS3, JavaScript / TypeScript and a contemporary front-end framework such as React or Angular.
- Node.js / Express or another modern server-side framework; ability to build and consume REST APIs.
- SQL and relational databases, preferably PostgreSQL / MySQL; basic schema design and query optimisation.
- Git source control and collaborative development/branching practices.
- Automated unit / functional testing and debugging using browser / server-side developer tools.
- Understanding of web security, authentication, encryption basics and secure coding practices.
- Drupal / WordPress or other CMS experience.
- Docker/containerisation, CI/CD pipelines and cloud / State Data Centre deployment exposure.
- Experience with e-commerce platforms, payment gateway integration, or transaction systems.
- Familiarity with GIGW, WCAG accessibility, OWASP guidance, performance optimisation and web analytics.
- Experience supporting production applications and resolving helpdesk / operational issues.
