Role Summary:

The Assistant Registrar – Legal & Compliance will support the Registrar and University leadership in managing legal, regulatory, statutory and governance-related matters of the University. The role will be responsible for monitoring compliance with applicable laws, regulations, University statutes, ordinances and regulatory requirements; supporting the drafting and review of legal and institutional documents; coordinating with external legal counsel and regulatory authorities; and ensuring proper documentation and timely follow-up on legal and compliance matters.

The position will also support the University's statutory bodies, policy development, risk mitigation, and legal aspects of matters relating to students, faculty, staff, contracts, institutional assets and other administrative functions.

Key Responsibilities:

Legal Affairs & Advisory:

- Provide legal support and assistance to the Registrar and University leadership on institutional, academic, employment, contractual and administrative matters.
- Draft, review and vet agreements, MoUs, contracts, service agreements, NDAs, undertakings, notices and other legal documents.
- Review legal implications of proposed institutional initiatives, partnerships, contracts and administrative decisions and provide appropriate inputs.
- Coordinate responses to legal notices, claims, disputes and litigation in consultation with the Registrar and external legal counsel.
- Maintain an organised repository of legal documents, agreements, notices, case records and related correspondence.
- Maintain a comprehensive register of agreements/MoUs and monitor their validity, renewal and key contractual obligations.

Regulatory & Statutory Compliance:

- Monitor compliance with the applicable University Act, Statutes, Ordinances, UGC Regulations, AICTE requirements, State higher education laws and other applicable statutory/regulatory requirements.
- Track changes in education, employment, labour, data protection and other relevant laws and communicate their implications to concerned stakeholders.
- Coordinate the preparation and submission of statutory returns, reports, declarations and other regulatory filings within prescribed timelines.
- Maintain a compliance calendar and follow up with concerned departments/schools for timely fulfilment of statutory and regulatory requirements.
- Support the University during regulatory inspections, audits, accreditation processes and other statutory reviews from a legal and compliance perspective.




- Assist in identifying gaps in compliance and coordinate appropriate corrective and preventive actions.

University Governance :

- Support the functioning of statutory and governance bodies of the University, including the Board of Governors, Academic Council and other committees, as assigned.
- Assist in preparing legal notes, background documents and compliance inputs for meetings of statutory bodies.
- Support the Registrar's Office in ensuring proper documentation, follow-up and implementation of decisions/resolutions of statutory bodies.
- Assist in reviewing University policies, rules, regulations and procedures to ensure consistency with applicable laws and regulatory requirements.
- Maintain appropriate records relating to statutory approvals, resolutions, legal opinions and governance-related matters.

Student, Faculty & Staff Related Legal Matters:

- Provide legal and compliance support in matters relating to student discipline, grievances, academic integrity and other student-related issues.
- Support HR in matters relating to employment contracts, service rules, disciplinary proceedings and applicable labour/employment laws.
- Assist in reviewing service agreements, consultancy arrangements and other employment-related documentation.
- Support the handling of information disclosure, RTI-related matters, data privacy and other confidentiality-related requirements, as applicable.
- Ensure that appropriate legal and procedural safeguards are considered while dealing with sensitive institutional matters.

Risk Management & Coordination:

- Identify potential legal and regulatory risks and recommend appropriate mitigation measures.
- Support the development and implementation of compliance mechanisms, checklists and standard operating procedures.
- Liaise with external lawyers, legal consultants, government departments, regulatory authorities and other relevant stakeholders.
- Coordinate with internal departments for resolution of legal and compliance issues and ensure timely closure of identified matters.
- Support internal audits, reviews and investigations relating to legal, regulatory and compliance matters.




- Maintain appropriate records and reports on the status of legal, regulatory and compliance matters.

General Responsibilities:

- Ensure confidentiality and appropriate handling of sensitive legal, institutional and personal information.
- Maintain high standards of accuracy, documentation and professional integrity in all legal and compliance-related work.
- Perform any other duties and responsibilities assigned by the Registrar from time to time.

Desired Candidate Profile:

Educational Qualifications:

- Bachelor’s degree in law (LL.B.) from a recognised university/institution.
- LL.M. or an additional qualification in Corporate Law, Education Law, Compliance or a related area will be an advantage.
- Enrolment with the Bar Council is preferred.

Experience:

- Minimum 5–8 years of relevant post-qualification experience in legal, regulatory, compliance or university administration roles.
- Experience in a higher education institution, university, educational trust, statutory body or large organisation with significant regulatory exposure will be preferred.
- Experience in drafting and reviewing contracts, MoUs and other legal documents is essential.
- Experience in handling legal notices, disputes and coordination with external legal counsel is desirable.
- Experience in dealing with UGC, AICTE, State higher education authorities or other regulatory/statutory bodies will be an advantage.
- Experience in university governance, statutory bodies, policy development and regulatory compliance will be preferred.

Skills and Competencies:

- Strong understanding of applicable education laws, University regulations, UGC/AICTE requirements, contract law and employment/labour laws.
- Working knowledge of data protection and privacy requirements, including the Digital Personal Data Protection framework.
- Excellent legal drafting, documentation, research and analytical skills.
- Ability to interpret legal and regulatory provisions and translate them into explicit, practical guidance.
- Strong coordination and stakeholder-management skills.
- Ability to work effectively with senior leadership, faculty, administrative teams, external counsel and regulatory authorities.
- Strong attention to detail and ability to manage multiple matters and deadlines simultaneously.
- High level of integrity, discretion, confidentiality and professional ethics.
- Strong written and verbal communication skills.
- Proficiency in MS Office and legal research/document management tools.
