JOB DESCRIPTION – PROCUREMENT OFFICER

Department: Procurement & Tendering

Job Summary

We are looking for an experienced Procurement Officer with sound knowledge of building construction materials, vendor management, rate negotiation, and tendering procedures. The candidate will be responsible for procurement activities for multiple construction sites while also supporting the Tender Department in preparation, documentation, submission, and post-tender activities.

The candidate should have practical knowledge of civil, electrical, plumbing, finishing and other building materials and should be comfortable working with BOQs, technical specifications, quotations, comparative statements and government tender documents.

Key ResponsibilitiesProcurement & Vendor Management

- Receive and review material requirements/indents from different construction sites.
- Procure civil, electrical, plumbing, sanitary, HVAC, fire-fighting, finishing and general building materials as required.
- Understand BOQ specifications, approved makes, technical requirements and project-specific material requirements.
- Identify and develop reliable manufacturers, authorized dealers, distributors and vendors.
- Obtain multiple quotations and prepare Comparative Statements (CS) for commercial and technical evaluation.
- Negotiate rates, payment terms, transportation, delivery schedules, warranties and other commercial conditions.
- Prepare Purchase Orders/Work Orders and coordinate approvals.
- Follow up with vendors for timely delivery of materials at site.
- Coordinate with Site Engineers, Project Managers, Accounts and Management regarding procurement requirements.
- Maintain vendor database, material rate database and purchase history.




- Monitor market rates and identify opportunities for cost reduction without compromising specifications or quality.
- Verify invoices against Purchase Orders, delivery challans and approved rates before forwarding for payment.
- Maintain proper procurement records in MIS/Excel/ERP.

Tendering Responsibilities

- Search and monitor tenders through Government e-Procurement portals, GeM and other tender portals.
- Review NIT/RFP/tender documents and identify eligibility criteria, technical requirements and submission requirements.
- Prepare a Tender Document Checklist and coordinate collection of required documents.
- Assist in preparation of technical and financial bids for building construction works.
- Study BOQ items, specifications, approved makes and tender conditions for procurement-related inputs.
- Obtain vendor/subcontractor quotations required for tender rate analysis and costing.
- Assist management in preparation of competitive rates based on current market prices.
- Maintain records of EMD, Tender Fee, Performance Security, Bank Guarantees and other tender-related requirements.
- Prepare and compile required undertakings, declarations, affidavits, authorization letters and supporting documents.
- Coordinate online tender uploading/submission and ensure submissions are completed before deadlines.
- Maintain records of submitted tenders, quoted rates, competitors, tender results and awarded works.
- Assist in post-tender clarifications,



document submissions and correspondence with departments.

Preferred Candidate Profile

- Graduate/Diploma in Civil Engineering, Commerce, Supply Chain, Business Administration or related field.
- Minimum 3–5 years of experience in procurement, preferably with a building construction contractor.
- Previous exposure to PWD/CPWD or other Government/Semi-Government construction tenders will be preferred.
- Good understanding of construction material brands, suppliers and prevailing market rates.
- Strong negotiation and vendor-development skills.
- Ability to handle procurement requirements of multiple project sites simultaneously.
- Good documentation, communication and follow-up skills.
- Ability to work under tender deadlines and maintain accurate records.
