Purchase Manager

Role Overview

We are seeking an experienced Purchase Manager to lead and manage end-to-end procurement activities for our construction, infrastructure, landscaping, hardscape, and real estate development projects. The ideal candidate will be responsible for ensuring timely procurement of materials and services, cost optimization, vendor management, contract coordination, and seamless collaboration with project stakeholders.

This position plays a critical role in supporting project execution by ensuring procurement activities align with project budgets, timelines, and quality standards.

Key Responsibilities

Procurement & Purchasing Management

- Manage end-to-end procurement of construction materials, infrastructure components, landscaping supplies, hardscape materials, plantation requirements, and project-related services.
- Review BOQs, specifications, vendor quotations, and technical requirements to ensure cost-effective procurement decisions.
- Identify, evaluate, and onboard qualified vendors, contractors, and service providers.
- Negotiate pricing, payment terms, commercial agreements, and contracts to achieve cost savings and operational efficiency.
- Prepare and issue Purchase Orders (POs) and monitor order fulfillment.
- Track procurement schedules to ensure timely availability of materials and services.
- Coordinate invoice verification, payment processing, and contract closure activities.
- Ensure procurement activities comply with organizational policies and project requirements.

Vendor & Project Coordination

- Coordinate effectively with architects, consultants, project managers, contractors, and site teams.
- Monitor supplier performance, delivery schedules, and quality compliance.
- Support landscaping,



plantation, facility development, and infrastructure projects through efficient procurement execution.
- Resolve procurement-related challenges impacting project timelines.
- Maintain strong relationships with vendors and strategic suppliers.
- Ensure proper documentation and closure of contracts, work orders, and procurement transactions.

Budget & Cost Control

- Monitor procurement expenses against approved project budgets.
- Conduct cost analysis and recommend value-engineering opportunities.
- Ensure optimal procurement planning to minimize delays and cost overruns.
- Support management through procurement reports, spend analysis, and vendor performance tracking.

Mandatory Requirements

- Graduate or Postgraduate in Civil Engineering, Commerce, Supply Chain Management, Procurement, or related disciplines.
- 10+ years of procurement/purchase experience in Construction, Real Estate, Infrastructure, or Project-based industries.
- Solid understanding of:
- BOQ analysis
- Construction materials
- Procurement planning
- Vendor evaluation and management
- Contract administration

- Proven experience in vendor negotiations and procurement cost optimization.
- Experience handling construction procurement and project purchasing activities.
- Strong budgeting, cost monitoring, and procurement scheduling skills.
- Excellent communication, coordination, and stakeholder management abilities.

Preferred Qualifications

- Certification in Supply Chain Management, Procurement, or Materials Management.
- Experience with ERP systems, procurement software, or inventory management tools.
- Strong analytical, reporting, and documentation capabilities.
- Ability to manage multiple procurement requirements in a fast-paced project environment.
