Role & responsibilities

To provide legal support and coordination for Right of Way (ROW), landowner disputes, statutory approvals and litigation related to transmission-line projects. The position will act as the key legal coordination point between the Company's Transmission Line Execution team, external advocates, landowners and government authorities.

The role is primarily focused on legal coordination, documentation, case preparation, follow-up and statutory matters. Dedicated ROW, execution and liaison team members will support the candidate for field-level coordination and execution activities.

Key Responsibilities

1. ROW & Landowner Legal Matters

- Provide legal guidance to the Transmission Line Execution team on ROW-related disputes and landowner objections.
- Review and advise on legal notices, objections, representations and claims received from landowners.
- Assist the team in developing legally appropriate strategies for resolving ROW obstructions.
- Review the legal position of individual cases and recommend appropriate action.
- Coordinate with field/ROW teams for collection of facts, documents and evidence.

2. Section 164 Electricity Act, 2003

- Prepare and coordinate applications/petitions for Section 164 authorization for transmission lines.
- Review statutory documents and ensure legal completeness of applications.
- Coordinate with concerned authorities for processing and approval of Section 164 matters.
- Advise the project team regarding the scope and practical application of powers available under Section 164.
- Support the team in dealing with ROW obstructions after Section 164 authorization.

3. Litigation & Court Matters

- Coordinate with external advocates handling transmission-line ROW cases.
- Prepare case briefs, facts, chronology, legal notes and supporting documents for advocates.
- Assist in drafting petitions, applications, affidavits, replies, rejoinders, representations and other legal documents.




- Monitor court cases and ensure timely filing of replies, applications and other required documents.
- Track interim orders and advise the project team regarding their implications and compliance.
- Coordinate with advocates for filing Caveats wherever required to protect the Company's interests.
- Maintain a comprehensive litigation tracker for all transmission-line matters.

4. District Administration & Government Coordination

- Provide legal support for representations/applications to:
- District Collector
- SDM/SDO
- Tahsildar
- Revenue authorities
- Police authorities
- Other statutory/government authorities

- Coordinate with the ROW/liaison team for submission and follow-up of legal representations.
- Attend meetings/hearings with government authorities, wherever required.
- Ensure that appropriate legal documentation is available before approaching government authorities.

5. Police Assistance

- Advise the project team on the legal process for obtaining police assistance/protection for transmission-line construction.
- Assist in drafting applications to police authorities.
- Coordinate with external advocates and the Company's ROW team in cases involving obstruction, threats or law-and-order concerns.

6. Legal Documentation & Case Preparation

- Examine land records, notices, orders, agreements, correspondence and other documents relevant to ROW disputes.
- Prepare case-wise legal summaries and action plans.
- Ensure proper documentation of incidents and obstruction at site.
- Develop standard formats/templates for notices, representations,



petitions and other ROW-related legal documents.

7. Coordination with Internal Teams

- Work closely with:
- Transmission Line Execution Team
- ROW/Land Team
- Project/Construction Team
- Contracts Team
- Corporate Legal Team
- External Advocates

- Provide timely legal advice to enable uninterrupted transmission-line construction.
- Escalate critical legal/ROW risks that may affect project schedules.

Preferred candidate profile

Candidates having practical experience in the following areas will be preferred:

- Section 164 of the Electricity Act, 2003
- Section 67 of the Electricity Act, 2003
- Works of Licensees Rules, 2006
- Indian Telegraph Act provisions applicable to transmission lines
- Landowner/ROW disputes
- District Collector/SDM proceedings
- Civil/Writ litigation
- Caveat filing
- Police protection applications
- Government authority coordination

Key Competencies

- Strong understanding of Electricity and Infrastructure Laws.
- Good drafting skills for petitions, applications, notices and legal representations.
- Ability to understand technical/project issues and convert them into legally actionable matters.
- Solid coordination and follow-up skills.
- Ability to work effectively with external advocates and government authorities.
- Good communication and negotiation skills.
- Ability to handle multiple ROW/legal cases simultaneously.
- Willingness to travel to project sites and government offices as required.
