Job Description

Position Summary

The Procurement Manager is the single owner of sourcing, supplier management, and procurement governance for Costco Indias GCC. This hands-on individual contributor role leads the end-to-end source to pay lifecycle across spend

categories, including facilities, technology, professional services, travel, stang and marketing. The role establishes procurement processes, manages supplier relationships, drives sourcing and contract negotiations and ensures

compliance with corporate policies, third-party risk requirements and applicable regulations. Working within Costcos global procurement and delegation-of-authority framework, the Manager will both build and operate a scalable

procurement function to support the GCCs rapid growth

Job Duties / Essential Functions:

Procurement Strategy, Policy & Governance:

- Establish and own the GCC's local procurement policy, process and delegation-of-authority framework, aligned to Costco's global Procurement Policy
- Develop and execute category strategies across facilities, technology, skilled services, staffing, travel, marketing, and other indirect spend areas
- Owns procurement governance: approval workflows, thresholds, documentation standards and audit-ready record retention

Sourcing, Negotiation & Contracting:
- Lead end-to-end sourcing events including requirement definition, market scan, RFI/RFP design, bid evaluation, supplier selection and award
- Negotiate commercial agreements, pricing, service levels and contractual terms in close coordination with the legal team

Purchase-to-Pay Operations:
- Own the purchase requisition and purchase order (PR/PO)



process for the GCC, ensuring every commitment is raised, approved and documented before spend is incurred
- Review and release purchase orders, verify goods/services receipt note (GRN/SRN) and resolve PO, invoice and receipt discrepancies with suppliers and the Finance team
- Partner with Finance on invoice-to-payment flow, ensuring vendor onboarding, 3-way/2-way matching, approval routing and record retention operate cleanly within policy
- Maintain supplier and item master data, ensuring accuracy and consistency across Procurement and Finance systems

Supplier Management, Risk & Compliance:
- Own supplier onboarding and due diligence including commercial, financial, legal, information-security and data-protection screening prior to engagement
- Manage supplier performance against agreed service levels and KPIs; runs periodic reviews, escalate and remediate underperformance
- Ensure procurement compliance with applicable Indian statutory and regulatory requirements and support internal and statutory audit requests relating to procurement
- Maintain and report the supplier risk register, including concentration, continuity and single-source exposures

Spend Analysis, Cost Optimisation & Reporting:
- Perform periodic spend analysis across categories, identify consolidation, demand-management and cost-reduction opportunities
- Set and track annual savings targets; document, validate and report realized savings to GCC leadership and HQ Procurement
- Prepare periodic procurement reporting including spend, savings, supplier performance, contract pipeline and compliance status for GCC leadership and HQ Procurement
- Supports the annual budgeting cycle with category spend forecasts, in partnership with Finance and budget owners

Scale-Up & Stakeholder Management:
- Design and scale a fit-for-purpose procurement operating model to support the GCCs rapid growth




- Act as the primary procurement interface to HQ Procurement and Legal and partner closely with Finance, Facilities, IT, HR and Marketing within the GCC
- Advise internal stakeholders on procurement policy, route to market and commercial leading practice, build buying discipline across a rapidly growing centre

Non-Essential Functions:

- Responsible for continued personal growth in the areas of technology, business knowledge, and company policies and platforms
- Assists in other areas of the department as necessary

Qualifications & Skills:

Required:

- Bachelor's degree in business, Engineering, Supply Chain Management, Finance or a related discipline; MBA preferred
- 710 years of experience in indirect procurement, sourcing and vendor management, preferably within a GCC, captive centre or large multinational in India
- Demonstrated hands-on ownership of end-to-end source-to-pay processes, including RFP design, bid evaluation, negotiation and contracting
- Strong command of indirect categories relevant to a corporate centre including facilities and workplace services, IT hardware and software, professional services, staffing, travel and marketing
- Practical experience in supplier due diligence and third-party risk management, including information-security and data-protection considerations
- Sound commercial and contracting judgement, with the ability to draft, review and negotiate agreements and to work effectively with Legal
- Strong analytical capability including spend analysis, savings modelling and reporting; advanced spreadsheet proficiency
- Excellent stakeholder-management and influencing skills, with the maturity to operate as the sole procurement owner in a lean centre and to build buying discipline from scratch
- Comfortable operating as an individual contributor with end-to-end ownership, balancing process design with hands-on execution.

Recommended:

- Prior experience establishing or scaling the procurement function of a newly incorporated GCC or captive centre
- Working knowledge of e-procurement, contract-lifecycle and spend-analytics platforms (e.g., Coupa, Ariba, Ivalua or equivalent), and ERP procurement modules
- Familiarity with India's DPDP Act and its implications for supplier data handling
- Proficiency in Google Workspace (Sheets, Docs, Slides, Gmail)
