About the role

Terra Helix Technologies is a geospatial consultancy. We are hiring a Telecom Network Specialist to work on projects that model telecom networks in ArcGIS Utility Network.

The specialist will act as the telecom authority within the team. They will explain how an operator's physical and logical network is built, operated and recorded, and make sure the GIS model reflects that reality. The specialist will also configure the ArcGIS Utility Network telecom domain, working alongside GIS specialists on the team.

Experience required A minimum of 7 years of experience in telecom network engineering, planning, network inventory or OSS roles, with a telecom operator or a company serving operators.

Key responsibilities

1. Act as the telecom subject matter expert for the team, covering access, aggregation and core network layers.
2. Translate the client's network structures into data model requirements: cables, ducts, joints, cabinets, splitters, fibre strands, ports, equipment and circuits.
3. Define how physical connectivity (splicing, patching, containment) and logical connectivity (circuits, services, capacity) should be represented in the ArcGIS Utility Network telecom domain.
4. Configure the telecom domain in ArcGIS Pro, including asset types, network rules, containment and association rules, subnetworks and trace configurations.
5. Run workshops with client engineering, planning and operations teams to capture current processes and data rules.
6. Map existing network inventory, OSS and planning data sources, and define migration and data quality rules for them.
7. Write and review user stories, acceptance criteria and test scenarios for network tracing, circuit management and capacity queries.
8. Validate that configured models, trace results and reports match how the network behaves in practice.

Explain telecom concepts to GIS developers and analysts, and explain GIS constraints to telecom stakeholders.

Essential skills
- Working knowledge of fixed access networks, including FTTP/FTTH, GPON and point-to-multipoint splitter architectures, and legacy copper.
- Understanding of outside plant (OSP) and inside plant (ISP) records: duct and pole routes, cable and fibre allocation, splice and patch records, and equipment and port assignment.
- Understanding of circuits and services end to end, from customer premises through exchange to core.
- Experience with at least one network inventory or physical network management system (for example Smallworld, IQGeo, Netcracker, or an operator's in-house system).
- Experience turning operational practice into requirements, data rules or process documentation.
- Explicit written and spoken English, and confidence leading workshops with senior engineering stakeholders.
- Hands-on GIS skills sufficient to configure network models in ArcGIS Pro, or the ability to learn this quickly.

Desirable skills
- Exposure to ArcGIS Utility Network, ArcGIS Pro or ArcGIS Enterprise, especially the telecom domain.
- Knowledge of OSS functions beyond inventory, such as service provisioning, service assurance and fault management.
- Familiarity with TM Forum frameworks (eTOM, SID) or ITIL.
- Understanding of mobile networks, including mobile backhaul, and of IP/MPLS transport or DWDM, where these feed into circuit modelling.
- Experience of network data migration or data cleansing projects.
- Experience working in Agile delivery teams alongside product owners and developers.

Qualifications
- Bachelor's degree in electronics and telecommunications, electrical engineering, computer science or a related field.
- Equivalent operator experience can substitute for a degree.
- Relevant certifications are an advantage, for example fibre optic certifications (FOA CFOT or similar), TM Forum, ITIL or Esri technical certifications.
