Sr. Quantity Surveyor (CSA) Roles & Responsibilities
Pre-Contract Responsibilities
- Liaise with clients and project stakeholders to understand project requirements, scope and commercial objectives.
- Review tender drawings, specifications, scope of work, project preambles and contract requirements.
- Perform detailed quantity take-offs from tender drawings in accordance with company standards.
- Prepare Bills of Quantities (BOQ), item specifications and package-wise cost estimates.
- Prepare detailed rate analysis for various civil, structural and architectural works.
- Prepare and submit preliminary, detailed and revised project estimates.
- Develop tender documents, including Special Conditions of Contract and other commercial documentation.
- Evaluate contractors' prequalification submissions based on defined technical and commercial criteria.
- Prepare pre-contract schedules for tendering and contract finalisation and regularly update the Tender Tracker.
- Prepare and issue bid/tender enquiries to shortlisted contractors.
- Prepare and analyse techno-commercial comparative statements.
- Participate in contractor negotiations and prepare Minutes of Meetings (MoM).
- Prepare draft Work Orders/Contracts incorporating all agreed commercial terms and conditions.
- Prepare cash-flow projections and monitor project budget requirements.
- Prepare periodic Pre-Contract Status Reports for management/client review.
- Prepare documentation/write-ups detailing the tendering and contractor selection process.
- Update and maintain project budgets throughout the pre-contract stage.
- Identify commercial and contractual risks and maintain the Project Risk Register.
Post-Contract Responsibilities
- Coordinate with project/site teams to verify and certify actual quantities and physical progress of works executed at site.
- Carry out quantity take-offs for design changes, revised drawings and site modifications.
- Maintain Joint Measurement Records and supporting measurement documentation.
- Review, verify and certify contractors' Running Account (RA) Bills and Final Bills.
- Monitor client-issued/free-issue materials and reconcile quantities issued, consumed and balanced at site.
- Review contractor rate analysis for non-tender/extra items along with supporting documents and provide recommendations.
- Prepare payment certificates and maintain PO/WO Logs and Payment Trackers.
- Prepare and process Change Orders, Variation Orders and additional work proposals.
- Monitor project expenditure against approved budgets and identify potential cost overruns.
- Track committed costs, projected costs, demand forecasts and cost-to-complete.
- Coordinate with project teams regarding delays, time overruns and their potential commercial impact.
- Support preparation of Monthly Project Status Reports with cost, billing, variation and budget-related information.
- Maintain accurate records of variations, claims, payments, quantities and contractual correspondence.
- Provide benchmark rates, cost databases and statistical information for project closure reports.
- Support final account reconciliation and commercial closure of contracts.
- Identify, monitor and update commercial/project risks in the Risk Register.
- Ensure proper documentation and compliance with contractual and company procedures throughout the project lifecycle.
