Position Summary

We are seeking an experienced Revenue Cycle Management (RCM) Billing Manager with strong Medicaid billing expertise to lead and oversee the organization's end-to-end billing and revenue cycle operations. The ideal candidate will have hands-on experience with Medicaid and Managed Care Organizations (MCO) billing, behavioral health and/or therapy services, claims management, denial resolution, accounts receivable, payment posting, prior authorization requirements and payer compliance.

This is a hands-on leadership position for an individual who can build efficient RCM processes, improve collections, reduce denials, manage a billing team, and provide transparent financial visibility to leadership.

Key Responsibilities

- Oversee the complete revenue cycle from eligibility and authorization through claim submission, payment posting, denial management, appeals, and collections.
- Establish and maintain standardized billing workflows, policies, and operating procedures.
- Serve as the subject matter expert for Medicaid and MCO billing requirements.
- Monitor claim submissions, rejections, denials, aging claims, and payer performance.




- Develop and manage a structured denial-management and appeals process.
- Own accounts receivable performance, including aging, follow-up, collections, and reconciliation.
- Monitor A/R by payer, service line, and aging category, with particular focus on aged A/R.
- Lead, train, mentor, and manage the RCM/billing team.
- Develop billing SOPs, training programs, productivity standards, and accountability processes.
- Manage billing workflows across EHR, RCM, clearinghouse, and payer portal systems.
- Identify revenue leakage, workflow gaps, and opportunities for automation and process improvement.
- Ensure billing practices comply with applicable Medicaid, federal, state, payer, HIPAA, and organizational requirements.
- Partner with Finance, Clinical Operations, Credentialing, Compliance, and Client Services to resolve billing and reimbursement issues.
- Provide regular reporting to leadership on RCM performance, risks, trends, and opportunities.

Required Qualifications

- 5+ years of healthcare billing or Revenue Cycle Management experience.
- 3+ years of hands-on Medicaid billing experience.
- Experience with Medicaid and Managed Care plans.
- Strong knowledge of claims submission, denials, appeals, payment posting, eligibility, authorizations, and A/R.
- Experience managing billing or RCM staff.
- Working knowledge of CPT/HCPCS coding, modifiers, and payer billing requirements.




- Experience with clearinghouses and payer portals.
- Strong analytical, organizational, and problem-solving skills.
- Advanced proficiency with Excel or Google Sheets.
- Excellent written and verbal communication skills.

Preferred Qualifications

- Experience with school-based Medicaid billing.
- Experience in behavioral health, mental health, or therapy services.
- Experience with SLP, OT, PT, counseling, ABA, or related healthcare services.
- Experience with InSync, Waystar, or similar platforms.
- Experience with CARF-accredited or regulated behavioral health organizations.
- Experience building or scaling an RCM operation for a growing organization.

Ideal Candidate We are looking for a hands-on RCM leader who understands both the technical and operational sides of healthcare billing. The right candidate can identify where revenue is getting stuck, understand why claims are being denied, work effectively with payers, and build processes that prevent recurring issues. The candidate should be comfortable in a fast-growing organization, take ownership, solve problems independently, and build scalable systems and processes.
