Job Summary

Seeking an experienced Pre-Sales / Proposal Manager with strong expertise in US Federal, State, and Local Government proposal writing, RFP/RFI responses, and bid management.

The candidate will lead end-to-end proposal development and work closely with Sales, SMEs, Solution Architects, and Delivery teams to submit winning proposals.

Key Responsibilities

- Manage end-to-end RFI, RFP & RFQ response processes.
- Lead responses to US Federal, State, and Local Government RFPs, RFIs, and RFQs.
- Analyze US State and Federal Government solicitation requirements and prepare compliant responses to RFPs, RFQ’s, RFI’s for Staffing and IT Projects
- Gather proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals.
- Develop executive summaries, technical proposals, and solution narratives.
- Coordinate with internal stakeholders to build competitive proposals.
- Ensure proposal quality, compliance, and timely submission.
- Create technology related white-papers, case studies, success stories, product presentations,



website content and other artefacts for technical and non-technical audiences including customers, C-level executives, industry analysts, etc.
- Maintain proposal repositories, reusable content, and case studies.

Required Skills

- 5 to 8+ years of experience in Proposal Management, Bid Management, or Pre-Sales for staffing and IT projects.
- Proven experience with US Federal, State, and Local Government proposals.
- Experience with SLED, Federal contracting, and government procurement portals like SAM.gov, CMAS, Bonfire, PlanetBids, BidPrime, Etc.
- Robust proposal writing and RFP/RFI response experience.
- Familiarity with IDIQ Contracts, SBA, Disadvantage/Minority State Certifications, GSA FAR, SAM, Etc
- Experience in Identifying Primes and Subcontractors for partnerships to meet Set Aside goals.
- Understanding of US government procurement processes.
- Excellent communication, technical and business writing skills, stakeholder management, and organizational abilities.
- Must be willing to work in US Shift.
