Role & Responsibilities :
The India Semiconductor Mission (ISM) is looking for a dynamic Manager (Accounts) who will be instrumental in optimizing the time, information flow, and decision-making processes to ensure the overall productivity of the Program for Development of Semiconductor & Manufacturing Ecosystem.
Key Responsibilities:
Managing and overseeing the daily operations of the accounting department including but not limited to month and end-year process, accounts payable/receivable, cash receipts, general ledger, payroll and utilities, treasury, budgeting, cash forecasting, revenue and expenditure variance analysis, assets reconciliations, bank account statement reconciliations.
Monitoring and Analysing accounting data and produce financial reports or statements and develop, generate and manage timely accounting reports.
- Examine disbursement claims, fund utilization statements, and statutory audit reports to validate claims for financial assistance.
- Review and confirm supporting documentation such as technical appraisals, auditor certificates, and cost-benefit analyses submitted by applicants.
- Establishing and enforcing proper accounting methods, policies and principles thereon.
- Coordinating and complete annual audits by providing requisite data and assisting the statutory auditors.
- Improving systems and procedures and initiating corrective actions
- Assigning projects and direct staff to ensure compliance and accuracy.
- Monitoring disbursement of grant through PFMS.
- Meeting financial accounting objectives
Eligibility Criteria: (A) Essential Qualifications (EQ):
1. Masters degree in Finance or Accounts or Economics or allied disciplines from a recognized University or Institute;
OR
1.
Bachelors degree in Finance or Accounts or Economics or allied disciplines from a recognized University or Institute.
(B) Desirable Qualifications (DQ):
1. Doctorate (Ph.D.) in Finance or Accounts or Economics or allied disciplines from a recognized University or Institute.
2. Professional qualifications such as CA/CPA/CFA/MBA (Finance) or other relevant qualified qualifications from a recognized University/Institution.
3. Experience in Government, PSU, autonomous bodies or public-sector will be preferred.
(C) Experience: Minimum 10 years of experience (post EQ) for Bachelors degree OR 08 years of experience (post EQ) for Masters degree OR 05 years of experience (post EQ) for Doctorate (Ph.D.) degree.
Ph.D experience may be considered as relevant work experience, depending on the field of study and its relevance to the role.
Relaxation in the prescribed experience may be considered for candidates from top-ranking Colleges/Universities (Bachelor’s/Master’s/Ph.D.) in the relevant discipline, as per NIRF 2025 Ranking or the latest available ranking.
Candidates should have prior experience in book-keeping and accounting principles, practices, standards, applicable laws and regulations, including relevant financial and accounting processes.
Experience in financial management, preparation/review of financial statements, budgeting, audit, taxation, statutory compliance and related accounting functions will be preferred.
Experience in working with ERP/accounting software and digital financial management systems.
Experience in financial planning, budgeting, expenditure management and financial reporting.
Experience in monitoring utilisation of funds, financial milestones and compliance with applicable terms and conditions.
