HR Manager Road Construction / Highway Projects

Experience: 10- 12 years, preferably in Road Construction / Infrastructure / EPC

Job Summary

We are looking for an experienced HR Manager to manage end-to-end HR operations and, most importantly, manpower hiring and deployment for road construction and highway projects.

The candidate will be responsible for ensuring timely availability of qualified engineers, managers, supervisors, skilled workers, and other project manpower as per project requirements.

Key Responsibilities

1. Recruitment & Manpower Hiring

* Handle end-to-end recruitment for project and corporate positions.
- Understand manpower requirements from Project Managers, Construction Managers, and Department Heads.
- Prepare manpower plans and hiring schedules as per project requirements.
- Source candidates through job portals, recruitment agencies, references, social media, and local networks.
- Recruit Project Managers, Construction Managers, Highway Engineers, QA/QC Engineers, Billing Engineers, Planning Engineers, Safety Officers, Surveyors, Site Supervisors, Foremen, Operators, Drivers, and other site manpower.
- Screen CVs, conduct initial interviews, coordinate technical interviews, and manage salary negotiations.
- Ensure timely issuance of offers and joining of selected candidates.
- Maintain a strong database/pipeline of candidates for urgent project requirements.
- Coordinate bulk hiring and local manpower recruitment for project sites.

1. Site Manpower Management

* Monitor manpower deployment against approved project manpower requirements.
- Maintain daily/monthly manpower reports.
- Coordinate with project teams regarding vacancies, replacements,



transfers, and additional manpower requirements.
- Ensure timely replacement of employees who resign or leave the project.
- Manage mobilization and demobilization of manpower as per project requirements.

1. HR Operations

* Manage joining formalities, employee documentation, induction, and onboarding.
- Maintain employee personal files and HR records.
- Manage attendance, leave, transfers, confirmations, and employee movements.
- Coordinate payroll inputs with the accounts/payroll team.
- Handle employee grievances and disciplinary matters.
- Ensure compliance with company HR policies and procedures.

1. Labour & Statutory Compliance

* Ensure compliance with applicable labour laws and statutory requirements.
- Coordinate documentation related to labour licenses, contractor labour, PF, ESIC, wages, and other statutory requirements.
- Maintain proper records and documentation for project/site manpower.
- Coordinate with labour contractors and manpower agencies.

1. Performance & Employee Management

* Coordinate performance appraisal and employee evaluation processes.
- Support managers in performance improvement and disciplinary actions.
- Improve employee retention and reduce unnecessary attrition at project sites.
- Conduct employee engagement and welfare activities.

1. HR Reporting & MIS

* Prepare regular HR/MIS reports covering:
- Total manpower
- Required vs. available manpower
- Vacancies
- Recruitment status
- Joining status
- Attrition
- Employee movements




- Labour/contract manpower
- Provide manpower-related reports to senior management and project leadership.

Key Hiring Focus The HR Manager should have strong experience in hiring manpower for highway and road construction projects, including:
- Project Manager
- Construction Manager
- Highway/Highway Execution Engineers
- QA/QC Engineers
- Planning Engineers
- Billing/Quantity Surveyors
- Safety Officers/Managers
- Surveyors
- Site Engineers
- Supervisors & Foremen
- Equipment/Plant Engineers
- Store & Procurement Staff
- Accounts & Commercial Staff
- Drivers, Operators & Skilled/Unskilled Workers

Required Skills & Competencies
- Strong recruitment and talent acquisition skills
- Positive knowledge of road construction/highway project manpower
- Excellent sourcing and candidate networking skills
- Strong negotiation and communication skills
- Ability to handle bulk and urgent hiring
- Good knowledge of HR policies and labour compliance
- Strong coordination with project/site teams
- Ability to work under tight project deadlines
- Good HR MIS and reporting skills
- Proficiency in MS Excel and HR/recruitment software

Educational Qualification

MBA/PGDM in HR / Master’s or Bachelor’s degree in Human Resources, Business Administration, or a related field.

Preferred Experience

Candidates with experience in EPC, NHAI, highway construction, road construction, infrastructure, or large-scale civil construction projects will be preferred.
