Educate Girls – An Overview:

Vision- We aim to achieve behavioral, social and economic transformation for all girls towards an India where all children have equal opportunities to access quality education.

Background- Educate Girls (a project of 'Foundation to Educate Girls Globally’) is a non-profit organization that focuses on mobilizing communities for girls’ education in India’s rural and educationally backward areas. Strongly aligned with ‘Right to Education Act’ or the ‘Samagra Shiksha’ the organization is committed to the Government’s vision to improve access to primary education for children, especially young girls.

Educate

Girls currently operates successfully in over 20,000+ villages in Rajasthan, Madhya Pradesh and Uttar Pradesh. By leveraging the Government’s existing investment in schools and by engaging with a huge base of community volunteers, Educate Girls helps to identify, enrollment and retain out-of-school girls and to improve foundational skills in literacy and numeracy for all children (both girls and boys). This helps deliver measurable results to a large number of children and avoids parallel delivery of Services.

Position Overview The District Program Officer (DPO) will be responsible for planning, coordinating, implementing, monitoring, and ensuring the quality of program interventions across approximately 250 Government schools at the district level. The role will focus on teacher training, school-level learning intervention, government stakeholder engagement, field-level implementation, data-driven planning, and timely reporting. The DPO will work closely with district-level government education authorities and internal program teams to ensure 100% teacher training, 100% planned implementation, quality monitoring, and regular progress updates to government stakeholders and the organization.

Position in the Organogram:

Program Planning & Implementation

· Develop and implement annual, quarterly, and monthly district program plans aligned with organizational objectives and government priorities.

· Translate the district plan into block-wise and school-wise actionable plans with clear timelines, targets, and responsibilities.

· Ensure effective implementation of learning interventions in Government schools.

· Develop implementation plans for teacher training, school-level sessions, assessments, monitoring, and other planned activities.

· Ensure teacher training completion as per the approved training plan and timelines.

· Ensure planned school-level implementation through regular coordination with Block Officers, Program Associates, Field Coordinators, and teachers.

· Ensure alignment with the Government Adoption approach, where applicable, and support government-led implementation and scale-up.

· Coordinate with functional and technical teams wherever programmatic or technical support is required.

· Review implementation progress regularly and take corrective actions wherever gaps are identified.

· Support timely implementation of CSR/donor-supported activities as per approved plans and commitments.

· Advocacy on Our Program to Government adoption model.

Government Stakeholder Engagement

· Establish and maintain strong working relationships with district-level Government Education Officers and key stakeholders, including DM,CDO,BSA,BEOs, and other relevant officials.





· Conduct regular meetings with district-level government stakeholders, preferably weekly/fortnightly, to review program progress and strengthen collaboration.

· Coordinate with government stakeholders for teacher training, school implementation, review meetings, data sharing, and resolution of implementation challenges.

· Ensure timely sharing of monthly program progress and key achievements with government stakeholders.

· Represent the organization in relevant district-level government meetings, reviews, workshops, and forums as required.

· Identify opportunities for strengthening government ownership and institutionalizing program interventions.

On-Ground Implementation & Quality Monitoring

· Monitor implementation of learning interventions across all assigned schools and ensure activities are conducted as per program guidelines and SOPs.

· Work with Program Associate ,Impact Associate, Block Officers and field teams to ensure timely completion of school visits, teacher support, learning sessions, assessments, and other planned activities.

· Monitor the quality, frequency, and effectiveness of school-level implementation, rather than focusing only on activity completion.

· Conduct regular field visits to observe implementation and provide on-site support, coaching, and feedback to field teams and teachers.

· Ensure identified implementation gaps are documented, assigned to responsible team members, and followed up until closure.

· Support community engagement and ownership activities wherever required for strengthening program implementation.

· Ensure learning outcomes and program quality are monitored along with implementation coverage.

- Team Management & Performance

· Lead the development of KRA/KPIs for Block Officers, Program & Impact Associates, Field Coordinators, and other relevant team members in coordination with the reporting manager.

· Conduct regular review meetings with block and field teams to assess progress, identify gaps, and agree on action points.

· Provide regular coaching, mentoring, and performance feedback to team members.

· Ensure team members understand their roles, targets, timelines, and quality expectations.

· Monitor field team productivity, field movement, activity completion, and implementation quality.

· Support performance improvement plans wherever required and ensure timely follow-up.

· Promote teamwork, accountability, ownership, and a culture of continuous improvement. Coordinate effectively with Program, Impact, Finance, HR, Admin, Communication, and other organizational functions.

· Provide required support to other organizational functions during events, trainings, reviews, and special initiatives.

· Participate in district, zonal, state, and organizational review meetings as required.

· Support organizational priorities and special projects assigned by the reporting manager.

Preferred Education Background

· Master’s degree in Social Work, Rural Development, Education, Development Studies, Public Administration, or a related field.

· Fluency in Hindi and the local language/dialect.

· Basic working knowledge of English.

Preferred Work Experience

· 3–5 years of relevant experience in district/block-level program implementation, preferably in education, learning, government partnership, community development, or the development sector.

· Experience of working with Government Education Department stakeholders will be preferred.

· Experience in teacher training, learning programs, data-based monitoring, or government-led program implementation will be preferred.
