Chief Manager / Senior Manager Strategic Sourcing & Procurement Governance

Role summary

Lead strategic sourcing and procurement governance for professional services, consulting, audit engagements, banking tools/technology services, and technical manpower. The role is responsible for end-to-end sourcing, vendor due diligence, contract governance, audit readiness, compliance monitoring, spend analytics, and supplier-performance management while ensuring cost efficiency, transparency, and regulatory compliance.

Key responsibilities

Strategic sourcing

- Manage the complete sourcing lifecycle: requirement gathering, vendor identification, RFP/RFQ creation, bid evaluation, commercial negotiation, vendor selection, PO issuance, contract execution, and payment coordination.
- Source qualified services, consulting, audit services, banking/technology tools, and technical resource augmentation.
- Conduct market intelligence, benchmarking, and cost-optimization exercises.
- Advise business teams on appropriate sourcing models and procurement routes.

Procurement governance and compliance

- Act as custodian of procurement governance, ensuring compliance with SCM policies, procurement procedures, DOA, contracting guidelines, internal controls, and regulatory requirements.
- Monitor procurement transactions, identify deviations/control gaps, and drive corrective actions.
- Lead periodic procurement compliance reviews, governance initiatives, and stakeholder awareness programmes.

Vendor, contract, and risk management

- Manage vendor onboarding, due diligence, screening, and approval documentation.
- Conduct blacklist, regulatory, ROC struck-off, IBA defaulter/negative-list, and other prescribed compliance checks.
- Assess vendor risk and escalate non-compliance or high-risk observations.
- Review vendor agreements for adherence to contracting guidelines and maintain the central contract repository.




- Track contract validity, renewals, amendments, obligations, and engagements operating without valid agreements.
- Monitor vendor performance, conduct annual reviews, and support supplier-performance improvement.

Audit, reporting, and process improvement

- Coordinate internal and external procurement audits, maintain audit readiness, and ensure timely closure of observations.
- Prepare procurement MIS, spend analysis, savings opportunities, compliance reports, risk dashboards, and management updates.
- Track procurement KPIs, vendor-performance metrics, and governance controls.
- Drive process automation, digitisation, policy/SOP enhancements, and continuous-improvement initiatives.
- Conduct stakeholder and vendor awareness sessions on procurement processes, invoice/payment procedures, and compliance expectations.

Experience and qualifications

- 12+ years of overall experience, including at least 8 years in procurement, strategic sourcing, procurement governance, compliance, or vendor management.

- Strong exposure to procurement audits, vendor governance, contract management, due diligence, and regulatory/internal-control compliance.
- Experience working with Legal, Finance, Compliance, Risk, Information Security, business teams, and external vendors.
- Working knowledge of ERP/procurement workflows, contract lifecycle management, Excel, Power BI, spend analytics, and procurement MIS.
