Key Responsibilities:
The India Semiconductor Mission (ISM) is looking for a dynamic Associate (Procurement & Operations) who should have strong analytical, financial, and appraisal skills to support evaluation and financial examination of large-scale investment proposals under industrial promotion and manufacturing support schemes. The selected candidate will be responsible for the appraisal and verification of project financials, assessment of eligibility for fiscal incentives, and ensuring conformity with applicable financial rules and regulatory frameworks.
- Assist in planning and execution of procurement activities in accordance with approved requirements, timelines and applicable Government procedures.
- Support preparation and processing of RFPs, RFQs, tenders, GeM procurements, bid documents and related procurement proposals.
- Ensure adherence to GFR, GeM guidelines, applicable procurement policies, financial rules and instructions issued by the Government from time to time.
- Assist in pre-bid meetings, bid evaluation, preparation of comparative statements, evaluation reports and procurement notes.
- Assist in preparation, execution and monitoring of contracts, purchase orders, work orders and agreements, including compliance with contractual terms and conditions.
- Coordinate with vendors/service providers and monitor delivery, performance, milestones and contractual obligations.
- Ensure timely processing of procurement cases and minimise avoidable delays at various stages of the procurement cycle.
- Maintain complete and systematic records of tenders, bids, approvals, contracts, correspondence, invoices and related procurement documents.
- Coordinate with Finance and other concerned divisions regarding budget availability,
financial concurrence, payments and expenditure monitoring.
- Assist in responding to internal audit, statutory audit, CAG observations and other procurement-related queries and ensure timely compliance.
- Identify potential procurement, contractual and operational risks and assist in taking appropriate mitigation measures.
- Provide procurement and operational support for projects, programmes, events, meetings and other activities of the organisation. • Coordinate with Government Departments, Ministries, vendors, service providers and other stakeholders for timely execution of assigned activities.
- Prepare procurement status reports, MIS, dashboards and other periodic reports for monitoring and review by senior officers.
- Identify opportunities for improving efficiency, transparency, standardisation and timeliness of procurement and operational processes
Eligibility Criteria: (A) Essential Qualifications (EQ):
1. Masters Degree in Procurement, Supply Chain Management, Business Administration, Operations Management, or allied disciplines from a recognized University/Institution;
OR
1. Bachelors Degree in Procurement, Supply Chain Management, Business Administration, Operations Management, or allied disciplines from a recognized University/Institution.
(B) Desirable Qualifications (DQ):
1. Doctorate (Ph.D.) in Procurement,
Supply Chain Management, Business Administration, Operations Management or allied disciplines from a recognized University/Institution.
2. Professional qualifications such as MBA (Operations/Procurement/Supply Chain), CIPS, CSCP, PMP or other relevant skilled qualifications from a recognized University/Institution.
3. Experience in Government, PSU, autonomous bodies or public-sector will be preferred.
(C) Work Experience:
- Minimum 04 years of experience (post EQ) for Bachelors degree OR 02 years of experience (post EQ) for Masters degree.
- Ph.D experience may be considered as relevant work experience, depending on the field of study and its relevance to the role.
- Relaxation in the prescribed experience may be considered for candidates from top-ranking Colleges/Universities (Bachelors/Master’s/Ph.D.) in the relevant discipline, as per NIRF 2025 Ranking or the latest available ranking.
- Proven understanding of public financial management, financial appraisal, and incentive disbursement processes.
- Experience in procurement, tendering, contract management, vendor management and procurement operations, preferably in Government/PSUs or large organisations.
- Sound understanding of Government procurement procedures, GFR, GeM, tendering processes, RFP/RFQ preparation, bid evaluation and contract administration.
- Experience in procurement planning, preparation of comparative statements, evaluation of bids, purchase orders/work orders and monitoring of contractual deliverables.
- Proficiency in MS Office and digital procurement/ERP systems and ability to maintain procurement records, MIS and documentation.
