Key Responsibilities:
- Conduct comprehensive financial appraisal and due diligence of project proposals submitted by applicant entities.
- Verify project cost structures, eligible capital expenditure, and incentive calculations in accordance with approved guidelines.
- Assess financial viability, promoter contribution, debtequity ratios and ensure alignment with the prescribed financial parameters.
- Examine disbursement claims, fund utilization statements, and statutory audit reports to validate claims for financial assistance.
- Review and confirm supporting documentation such as technical appraisals, auditor certificates, and cost-benefit analyses submitted by applicants.
- Ensure strict compliance with financial norms, government notifications, and administrative instructions applicable to investment-linked incentive schemes.
- Prepare and vet financial concurrence notes, internal assessments, and appraisal summaries for consideration of the competent authority.
- Liaise with appraisal agencies, programme divisions, and finance wings to facilitate accurate and timely processing of cases.
- Evaluate the accuracy and authenticity of project cost estimates, eligible expenditure, and financial assumptions provided by applicants. Examine funding patterns, sources of finance, and promoter contribution to ensure adequacy and compliance with scheme criteria. Assess cash flow projections, payback periods, internal rate of return (IRR), and sensitivity analyses to validate project sustainability.
- Verify documentary evidence supporting capital expenditure, including vendor invoices, bills of entry, purchase orders, and payment proofs.
- Review statutory and financial compliance, including adherence to accounting standards, statutory audit certifications, and tax obligations.
- Ensure rationality and consistency in cost estimations for plant,
machinery, utilities, and infrastructure components.
- Identify and flag any financial irregularities, overstatements, or ineligible components in appraisal submissions.
Eligibility Criteria: (A) Essential Qualifications (EQ):
1. Masters degree in Finance or Accounts or Economics or allied disciplines from a recognized University or Institute;
OR
1. Bachelors degree in Finance or Accounts or Economics or allied disciplines from a recognized University or Institute.
(B) Desirable Qualifications (DQ):
1. Doctorate (Ph.D.) in Finance or Accounts or Economics or allied disciplines from a recognized University or Institute.
2. Professional qualifications such as CA/CPA/CFA/MBA (Finance) or other relevant skilled qualifications from a recognized University/Institution.
3. Experience in Government, PSU, autonomous bodies or public-sector will be preferred.
(C) Work Experience:
- Minimum 4 years of experience (post EQ) for bachelors degree OR 02 years of experience (post EQ) for master’s degree.
- Ph.D experience may be considered as relevant work experience, depending on the field of study and its relevance to the role.
- Relaxation in the prescribed experience may be considered for candidates from top-ranking Colleges/Universities (Bachelor’s/Master’s/Ph.D.) in the relevant discipline, as per NIRF 2025 Ranking or the latest available ranking.
- Proven understanding of public financial management, financial appraisal, and incentive disbursement processes.
- Strong analytical and drafting skills with familiarity with Government Financial Rules (GFR), DFPR, and related accounting standards.
- Proficiency in preparing financial evaluation reports, appraisal summaries, and concurrence notes within administrative frameworks. Experience in working with ERP/accounting software and digital financial management systems
