Minimum 10 years of overall professional experience
• Minimum 5 years of direct experience in Bid Management / Tender Management in
Technology Projects from OEM or System Integration background
• Proven experience in handling Government Technology Tenders and PSU/Nodal Agencies
tenders, RFPs, RFQ etc
Key Responsibilities
Tender Identification & Analysis
• Track and identify relevant business opportunities through Government e-Procurement portals
and procurement websites.
• Monitor GeM, CPPP, NIC Portal, State e-Tender Portals, PSU procurement portals, and other
bidding platforms.
• Review and analyse RFPs, RFQs, EOIs, NITs, Corrigendum’s and Tender Documents.
• Understand eligibility criteria, technical specifications, commercial terms, and compliance
requirements.
Bid Planning & Management
• Manage complete bid lifecycle from tender identification to bid submission. Develop bid
submission strategy and coordinate with technical, finance, OEMs, and business teams.
Conduct bid/no-bid evaluations. Prepare bid calendars and submission schedules.
Proposal Preparation
• To Prepare and compile: Technical Proposals, Commercial Proposals, Compliance Statements,
BOQ Analysis, Bid Response Documents, Technical Write-ups, Executive Summaries, Project
Understanding Documents. To Ensure all proposal documents are accurate, complete, and
compliant.
Documentation Management
o Maintain repository of: Company Registration Documents, PAN, GST, Incorporation
Certificates, Financial Statements, Audit Reports, Turnover Certificates, Net Worth
Certificates, Work Orders, Completion Certificates, OEM Authorizations, ISO
Certifications, MAF Documents, Tender-Specific Documents
Cross Function, Commercial & Financial Coordination
o Coordinate with Cross Functional team for: EMD/Bid Security, Tender Fees, Performance
Bank Guarantees, Financial Statements, time to time Certificates,



CA Certifications
E-Procurement Operations
• Expert handling of: GeM Portal, CPPP and all eProcurement Portals, NIC e-Procurement System,
State Government Tender Portals, PSU Procurement Platforms, Reverse Auction Platforms,
Upload documents, attend online bid openings, submit queries, and manage portal
communications.
Bid Submission
• Ensure error-free and timely bid submission, Verify digital signatures, document formats, and
portal requirements. Maintain bid submission records and acknowledgements.
Post-Bid Activities
• Participate in tender clarifications and presentations. Coordinate for techno-commercial
discussions. Support contract finalization and award processes. Maintain MIS and tender status
reports.

Required Skills & Competencies
Technical Skills
• Strong knowledge of Government Procurement Processes.
o RFP, RFQ, Expression of Interest (EoI), NIT, Tender Evaluation Procedures, Least Cost (L1)
and QCBS Bids
• Strong documentation understanding capability. Proficiency in bid documentation and
compliance management. Expertise in MS Office (Word, Excel, PowerPoint) is must.
Bidding Portal Knowledge
Must have hands-on experience in:
• GeM Portal, CPPP, NIC e-Tender Portal, State Government eProcurement Portals, PSU Tender
Portals, Nodal Agencies Platforms, Reverse Auction Platforms
Communication Skills
• Excellent English and Hindi speaking skills.
• Solid business writing skills. Ability to prepare professional proposals and presentations.
Preferred Industry Background
Candidates having prior experience in:
Working/Worked with either IT projects System Integration or from IT Organisations OEMs having
exposure in
