Liaison Officer Government Projects & Business Development (Engineering College)
Experience: 3–7 years

Role Overview
Our client, an engineering college, is looking for a target-driven Liaison Officer to build new revenue streams from government-funded projects. This is primarily a business development role. You will own the full cycle, from spotting opportunities and securing projects to coordinating execution and collecting revenue.

Key Responsibilities

- Track Central and State schemes, tenders, EOIs/RFPs and funding opportunities (e.g., PMKVY, Skill India, State Skill Development Missions) that suit the college's courses, infrastructure and capabilities.
- Approach government departments, PSUs, missions and agencies to generate projects, and prepare proposals, concept notes and tender documents with the academic and finance teams.
- Follow submissions through to work orders, MoUs or project allocation, and maintain a pipeline and deadline calendar.
- Build relationships with government officials, and handle meetings, inspections, audits and compliance documentation.
- Secure registrations and empanelments on relevant portals and with agencies.
- Coordinate project execution, milestones,



billing, utilisation certificates and payment follow-up.
- Prepare an annual Government Business Development Plan with revenue targets.

KPIs
Projects secured, project value, revenue realised, tenders submitted, empanelments, MoUs/work orders, and payment collection.

Candidate Profile

- Bachelor's or Master's in Management, Commerce, Public Administration, Social Sciences or a related field.
- 3–7 years in government liaisoning, government projects, skill development, tender management or institutional business development.
- Good knowledge of government schemes and tender processes, with solid proposal-writing and relationship skills.
- Willing to travel.

Preferred: Experience with PMKVY / Skill India, NSDC/SSC, State Skill Development Missions, CSR-funded skilling projects, PSUs, or engineering/technical institutions.
