purpose of the job The Specialist, Talent Partnership is responsible for ensuring the client and relevant stakeholders receive advisory services from RSR inclusive of market intelligence, creative sourcing strategies and problem resolution. The RBP achieves this by spending 55% of their time directly engaging with HMs and driving the effective use of Talent Communities which are prequalified and interested candidates who want to join our client.

roles and responsibilities

- Hiring Manager Consultation & Strategy
- Conduct intake consultations with hiring managers to define skill requirements and recommend cost-effective talent solutions.
- Serve as a SME on contingent workforce market trends, talent availability, skill shortages, and competitive rate guidelines.
- Provide guidance on relevant contingent workforce legislation, compliance standards, and internal risk mitigation.
- Lifecycle Operations & Compliance
- Oversee end-to-end contractor onboarding and offboarding workflows.
- Partner with hiring managers and agencies to collect, verify,



and complete all required compliance documentation for new starts and extensions.
- Maintain up-to-date candidate, client, and requisition records in the Applicant Tracking System.
- Stakeholder Support & Problem Resolution
- Conduct regular check-ins with hiring managers to track contract success and proactively resolve operational or performance issues.
- Educate and train hiring managers and suppliers on recruitment policies, workflows, and system adoption.
- Identify and resolve system/process variances to maintain operational consistency.
- Reporting, Analytics & Process Improvement
- Generate regular and ad-hoc reports analyzing contractor spend, procurement cycles, agency effectiveness, and hiring trends for leadership.
- Assist in defining, documenting, and continuously improving the processes, operational guidelines, and project frameworks.

Qualifications include:
- Technical Hiring Expertise: 4+ years of end-to-end recruiting experience, with a proven track record of directly sourcing and hiring across Tech and Engineering disciplines.
- Stakeholder Management: Demonstrated experience collaborating directly with hiring managers, cross-functional executives, staffing agencies, and contractors across all levels of the organization.
- Sourcing & Market Intelligence: Hands-on experience executing complex sourcing strategies, mapping target markets, analyzing talent pools, and using market intelligence to guide hiring decisions.
- Volume Hiring & Execution: Proven ability to manage full-lifecycle recruitment in high-volume, fast-paced environments while effectively prioritizing and multi-tasking.
- Metrics & Analytics: Experience working with Applicant Tracking Systems (ATS) alongside a solid understanding of recruiting metrics, report development, and data-driven analysis.
- Communication & Negotiation: Strong written and verbal communication, combined with proven negotiation, candidate closing, and stakeholder influencing skills.
