Experience

Minimum 12+ years of relevant experience in GIS solution architecture, solution design, GIS application development and technology consulting, of which at least 6 years hands-on with the Esri ArcGIS platform (ArcGIS Pro and ArcGIS Enterprise) and at least 6 years leading a GIS / development team

- Mandatory Technical Skills

ArcGIS Pro: expert-level use for data editing, layer modification, symbology, definition queries, labelling, attribute rules, domains / subtypes, topology, map layout and preparation of layers for publishing.

ArcGIS Enterprise: ArcGIS Server, Portal for ArcGIS, ArcGIS Data Store and Web Adaptor; working knowledge of ArcGIS Online, Map Viewer, Dashboards and Experience on ArcGIS Model Builder.

Services: map, feature, image, vector tile and geoprocessing services; hosted vs. referenced (registered data store) layers; OGC services (WMS, WFS, WMTS).

Open-source GIS: working knowledge of QGIS, GeoServer, PostGIS and GDAL / OGR for data conversion, validation and interoperability.

- Roles and Responsibilities

Understand use cases, functional requirements and the enterprise-level solution architecture of the GIS components of PARIVESH, and translate them into technical designs.

Prepare the design framework for the GIS system; review code, design and test results pertaining to GIS modules,



pages and processes.

Own the curation, modification, quality control and publishing of all GIS layers, and maintain the layer register and data update status.

Design, develop and maintain ArcPy / geoprocessing solutions, including automated KML / boundary-based analysis for CAMPA and clearance modules.

Provide technical guidance to the development team, decide the right GIS APIs and geoprocessing approach, and resolve technical issues on time.

Administer the ArcGIS Enterprise setting and ensure availability, performance and security of GIS services.

Formulate scalable, high-performance, configurable, deployable and secure GIS solutions using the technology stack (Esri and / or open source) finalised for the project.

Coordinate and follow up with project management, and provide GIS solutions and recommendations while new modules and requirements are being implemented.

Coordinate with the ministry / authority, CAMPA, state forest departments and data-providing agencies for obtaining, validating and updating reference data, and for presenting GIS solutions.

Identify, track and mitigate technical risks; plan GIS solution iterations and release them on schedule.

Ensure GIS data development and application development meet standard guidelines and predefined quality requirements.

Prepare and maintain documentation – architecture, data dictionary, layer register, publishing SOPs, admin runbooks and code documentation – and conduct knowledge transfer, so that the project does not depend on any single individual.
