ELCOT promotes IT investment in the state, builds technology infrastructure such as IT Parks and data centres, leads large-scale IT procurement for Government, and supports emerging technology sectors including AI and AVGC-XR.

Role Description The Team Lead – Web Portal & E-Commerce Platform Management is a full-time, on-site contract role based in Chennai. The role owns the technical delivery, operations, maintenance, security, accessibility, and continuous improvement of ELCOT's web portals and e-commerce platforms, leading internal and external development resources to ensure reliable citizen and stakeholder-facing digital services.

Responsibilities include leading requirements analysis, solution design, and sprint/release planning; technically governing developers, cloud teams, and vendors against SLAs and deliverables; ensuring secure-by-design implementation and compliance with GIGW 3.0, WCAG 2.1 AA accessibility, and CERT-In/STQC security requirements; overseeing CMS governance and timely publication of tenders, notifications, and Government Orders; and maintaining technical documentation, dashboards, and KPI reporting for management.

Qualifications

- Bachelor's degree in Computer Science, Information Technology, Computer Applications, Engineering or a closely related discipline from a recognised University / Institution; OR an equivalent recognised qualification with relevant experience.




- Candidates with B.E. / B.Tech. (CSE / IT or related), MCA, M.Sc. Computer Science / IT or equivalent qualifications are preferred.
- 5-10 years of relevant experience in web / full-stack application development, enterprise portal development, platform operations or digital-service delivery.
- Minimum 2 years of experience as a Technical Lead, Team Lead, Module Lead, Platform Owner or equivalent role with responsibility for delivery and production support.
- Demonstrated experience managing enterprise-grade web applications/portals and coordinating cross-functional teams or external technology vendors.
- Experience with e-commerce/transaction platforms, Government digital services, or large public-facing portals is desirable.

Skills

- Strong understanding of HTML5, CSS3, JavaScript / TypeScript and at least one modern front-end framework such as React or Angular.
- Strong working knowledge of at least one modern back-end stack such as Node.js, Java / Spring, .NET, Python or equivalent.
- RESTful APIs, JSON, integration patterns and working knowledge of SOAP / XML for legacy integrations where required.
- Relational databases such as PostgreSQL / MySQL / SQL Server, data modelling,



SQL and query optimisation.
- Web content management systems such as Drupal / WordPress or equivalent enterprise CMS platforms.
- Git-based source control, branching/release management, automated testing and CI/CD practices.
- Cloud / data-centre deployment concepts; familiarity with containers (Docker / Kubernetes), reverse proxies, caching, monitoring and logging is desirable.
- Web security fundamentals including OWASP Top 10, secure coding, authentication/authorisation, encryption, vulnerability management and production hardening.
- E-commerce concepts including payment gateways, transaction flows, catalog/order workflows, reconciliation and operational monitoring.
- Web performance, accessibility, responsive design, SEO fundamentals and analytics.

Leadership and Delivery Competencies

- Strong problem-solving, root-cause analysis, prioritisation and decision-making skills.
- Ability to translate business requirements into technical requirements, delivery plans and measurable acceptance criteria.
- Vendor/stakeholder management, documentation, communication and executive reporting.
- Ability to manage multiple releases/incidents concurrently and deliver under time-bound Government requirements.
- Agile delivery experience and familiarity with IT service-management / incident-management practices.

Compensation: INR 9–12 LPA (all-inclusive, monthly qualified fee)

Tenure: 1 year, renewable up to 3 years.

Age limit: 45 years (as on 31.08.2026)
