Key Responsibilities:

Own the overall programme vision for One Pension One Portal (OPOP), cross-team coordination & stakeholder alignment across all workstreams (DoPPW, MeitY/NeGD, implementation agency & allied bodies such as CPAO, DoE & disbursing banks).
n
Drive strategic decision-making, manage budgets, timelines & risks at the programme level, ensuring alignment between DoPPW's business objectives & platform delivery.
n
Chair/participate in Joint Steering Committee & governance forums, and represent the programme in reviews with DoPPW, MeitY &

• NITI Aayog.

n
Oversee phased delivery across Phase 1 (Base Platform), Phase 2 (Service Integrations), Phase 3 (InterMinistry Integration) &

• Phase 4 (O&M;).

n
Ensure adherence to DPDP Act 2023, WCAG 2.1 AA &

• GIGW 3.0 requirements at the programme governance level.

n
Manage vendor/agency performance, SLAs, escalations & contractual milestones for the engaged System Integrator.
n
Provide periodic progress, financial & risk reporting to NeGD &

• DoPPW leadership.

nRequired Skills and Qualifications:

n

n

n
Bachelor's/Master's degree in Engineering, Computer Science, Management or related field.
n
15+ years of experience in managing large-scale, multi-stakeholder Government/PSU IT programmes, preferably citizen-centric digital platforms.
n
Demonstrated experience in programme governance, budget ownership & vendor management for projects of comparable scale.
n
Robust understanding of e-Governance frameworks, Digital India initiatives & public digital infrastructure.
n
Excellent stakeholder management, communication & leadership skills; ability to work with Central Government Departments.
n
Familiarity with Agile/Waterfall delivery models, SLA-based contracts & QCBS-based procurement.
n
Certifications (desirable): PMP / PgMP / Prince2 or equivalent programme management certification.
