We are working with a not-for-profit organisation looking for independent consultants with 5 - 8 years of experience in tax policy. The duration of the role would be 2 months, and based remotely.

Objective:

Lead high-impact tax policy research, translate evidence into actionable reforms, and build strategic government and stakeholder partnerships to strengthen India’s tax policy and administration ecosystem.

Lead research and policy agendas across taxation, public finance, tax administration, and economic growth, including developing rigorous evidence-based research, translating findings into actionable policy recommendations, engaging senior government and external stakeholders, and contributing to institutional growth. The role will involve leading multidisciplinary programmes, shaping long-term research priorities, building strategic partnerships, managing multiple projects and teams, and ensuring high standards of analytical quality and timely delivery.

- Research Leadership: Lead flagship research programmes, develop policy reports and research publications, build evidence bases through economic and empirical analysis, and identify emerging policy priorities.
- Policy & Stakeholder Engagement: Translate research into reform frameworks and implementation roadmaps; engage Union and State Governments, tax administrators, industry, academia, think tanks and international organisations.
- Institution Building: Build institutional partnerships, contribute to fundraising and strategic initiatives, strengthen research processes and quality systems, and mentor research teams.
- Programme Management: Manage concurrent research and policy projects,



including workplans, budgets, timelines, external experts and consultants, while ensuring quality execution and delivery.

Qualifications & Experience:

- Education & Experience: Education in Economics, Public Policy, Public Finance, Law & Economics, Public Administration or a related discipline, with 5–8 years of relevant experience across policy research, think tanks, economic/strategy consulting, international organisations, multilateral institutions or government policy advisory.
- Research & Technical Expertise: Strong understanding of taxation, public finance, institutional economics and economic policy, with demonstrated capabilities in research design, quantitative analysis, empirical research, policy evaluation and translating complex evidence into explicit policy recommendations.
- Leadership & Programme Management: Proven experience leading multidisciplinary research programmes, managing multiple high-priority workstreams, mentoring researchers, coordinating external experts and ensuring rigorous, high-quality delivery.
- Policy & Stakeholder Engagement: Experience working with senior government officials, regulators, industry leaders, academia and development partners, including facilitating policy consultations, expert committees and stakeholder workshops.
- Preferred Expertise: Experience in tax policy and administration, fiscal policy, regulatory and institutional reform, investment competitiveness, international taxation, quantitative policy analysis, legislative/regulatory analysis, or working with Central/State Governments, multilateral institutions or leading think tanks.
