- Job Purpose To lead the Quantity Surveying and Commercial function of the organization and ensure effective estimation, budgeting, cost control, billing, measurement, variation management, subcontractor management, and commercial closure** of construction projects.
The role is responsible for protecting project profitability through accurate quantity management, cost monitoring, commercial control, and timely billing and recovery.
- Key Responsibilities
A. Quantity Surveying & Estimation
- Lead preparation and review of BOQs, quantity take-offs, rate analysis, estimates, and project budgets.
- Review drawings, specifications, tender documents, and scope of work.
- Verify quantities and ensure accuracy of BOQs.
- Assist Management in tender evaluation and project cost assessment.
- Establish project cost baselines and budgets.
B. Project Cost Control
- Monitor actual project expenditure against approved budgets.
- Track material, labour, subcontractor, and other project costs.
- Identify cost overruns and initiate corrective actions.
- Prepare project cost reports and commercial MIS.
- Monitor project profitability and highlight financial risks to Management.
C. Client Billing & Certification
- Ensure timely preparation and submission of client RA bills.
- Verify measurements, quantities, rates, deductions, and supporting documents.
- Coordinate with Project Managers, Consultants, and Clients for bill certification.
- Monitor outstanding certifications and payment status.
- Ensure all approved variations and extra items are properly billed.
D. Subcontractor Billing & Management
- Review subcontractor work orders, BOQs, rates, and commercial terms.
- Verify subcontractor measurements and bills.
- Monitor subcontractor quantities, variations, deductions, advances, and recoveries.
- Ensure payments are processed based on certified quantities and contractual terms.
- Support resolution of subcontractor commercial disputes.
E. Variation & Change Management
- Identify and document changes, variations, deviations, and extra works.
- Prepare rate analysis and variation proposals.
- Coordinate with Project and Contracts teams for approvals.
- Maintain a complete variation register.
- Ensure additional work is not executed without proper commercial documentation and approval wherever required.
F. Contract & Commercial Management
- Review commercial terms of client and subcontract agreements.
- Monitor contractual obligations relating to quantities, rates, billing, variations, retention, advances, and recoveries.
- Support the Contracts team in claims and commercial negotiations.
- Ensure proper documentation of commercial correspondence and approvals.
G. Measurement & Quantity Control
- Establish proper measurement systems at project sites.
- Ensure site measurements are accurate and properly documented.
- Conduct periodic quantity reconciliation.
- Monitor material consumption against theoretical quantities.
- Identify excessive consumption, wastage, and quantity discrepancies.
H. Project Team Coordination
- Coordinate closely with Project Heads, Project Managers, Planning, Procurement, Stores, Accounts, Contracts, and QA/QC teams.
- Ensure commercial requirements are considered during project planning and execution.
- Participate in project review meetings.
- Provide commercial inputs for execution decisions.
I. Procurement & Material Cost Control
- Coordinate with Procurement and Stores teams regarding material requirements and costs.
- Review major material quantities and consumption.
- Support comparison of budgeted versus actual material costs.
- Monitor material wastage and reconciliation.
J. Final Accounts & Project Closure
- Lead preparation of final accounts for completed projects.
- Ensure all variations, claims, recoveries, deductions, and outstanding items are closed.
- Coordinate final measurement and certification.
- Ensure timely closure of subcontractor accounts.
- Prepare final commercial statements and project cost reports.
- Team Management
- Lead and supervise QS and commercial teams across projects.
- Define responsibilities and performance targets for QS personnel.
- Review performance of Project QS and Senior QS team members.
- Train and develop the QS team on measurement, billing, cost control, and commercial practices.
- Ensure standard QS procedures are followed across all projects.

- Accuracy of project estimates and BOQs.
- Timely submission and certification of client bills.
- Reduction in billing delays and commercial leakages.
- Effective project cost control.
- Accuracy of quantity and material reconciliation.
- Timely identification and recovery of variations.
- Subcontractor commercial control.
- Project profitability and cost performance.
- Timely closure of final accounts.
- Accuracy and timeliness of commercial MIS.
- Effective management and development of the QS team.
- Authority & Accountability The Head QS is accountable for the overall Quantity Surveying and Commercial function and is responsible for:
- Ensuring accuracy of quantities, estimates, measurements, and bills.
- Monitoring project commercial performance.
- Highlighting cost overruns and commercial risks to Management.
- Reviewing and controlling project variations.
- Ensuring proper commercial documentation.
- Providing commercial inputs for management decisions.
- Guiding and supervising the QS team.
Major commercial commitments, contract approvals, variations, and financial decisions shall remain subject to Management approval.
- Qualification & Experience
Qualification
B.E./B.Tech – Civil Engineering preferred.
Additional qualification in Quantity Surveying / Construction Management / Commercial Management will be an advantage.
Experience
12–18 years of relevant experience in Quantity Surveying / Commercial Management, preferably in the construction industry.
