Programme Delivery

- Lead end-to-end implementation of SOF, ensuring achievement of programme objectives, timelines, budgets, and outcome targets.
- Drive programme planning, execution, risk management, and issue resolution across all work streams.
- Monitor programme performance and ensure timely delivery of key milestones and implementation activities.

Programme Performance & Oversight

- Oversee programme management, quality, outcomes, technology, procurement, and partner performance work streams.
- Track programme risks, dependencies, and performance indicators and drive corrective actions where required.
- Ensure effective coordination among PMU functions, implementation partners, and support agencies.

Governance & Strategic Coordination

- Support the functioning of the Steering Committee and Executive Committee and ensure implementation of key decisions.
- Prepare programme reviews, progress updates, and strategic reports for leadership and governance bodies.
- Ensure adherence to approved governance structures, policies, and programme commitments.

Stakeholder & Partnership Management

- Support the PMU Lead in interface with MSDE, NSDC leadership, funders, Training Providers, and ecosystem partners.
- Build and manage strategic partnerships to support programme implementation, scale-up,



and sustainability.
- Ensure coordination and alignment across government, private sector, and implementation stakeholders.

OBF Scale-Up & Institutionalisation

- Support integration of SOF learnings and outcomes-based financing approaches within PMKVY and other government programmes.
- Facilitate development of current OBF opportunities across states, sectors, and livelihood initiatives.
- Contribute to building NSDC's long-term capability in programme management and outcomes-based financing.

Requirements

o Master’s degree in management, Public Policy, Economics, Development Studies, Social Work or related discipline. o 8-12 years of experience in programme management, skilling, livelihoods, consulting, public policy, development finance, or government programmes.

o Experience working with Government Ministries, State Skill Missions, NSDC ecosystem partners, multilateral agencies, or large-scale social sector programmes.

o Strong understanding of skilling ecosystems, employment programmes, public-private partnerships, or outcomes-based financing models.

o Excellent stakeholder management, project management, analytical, and communication skills.
