Job Summary

We are looking for an experienced Manager Quantity Surveyor & Billing (MEP) to manage quantity surveying, estimation, billing, cost control, and contract administration activities for MEP services including Electrical, Plumbing, Firefighting, HVAC, and Public Health Engineering (PHE) works. The candidate should have hands-on experience in township, residential, commercial, or infrastructure projects and be responsible for end-to-end cost management and billing functions.

Key Responsibilities

Quantity Surveying & Estimation

- Prepare detailed BOQs for MEP works based on project drawings and specifications.
- Perform quantity take-offs and verify quantities from design and construction drawings.
- Prepare cost estimates and rate analysis for MEP and PHE works.
- Review tender drawings, specifications, and contract documents.
- Evaluate project quantities and identify quantity variations.

Billing & Contract Management

- Prepare and verify client bills, RA bills, and subcontractor bills.
- Process interim and final bills for contractors and vendors.
- Verify contractor bills against actual site progress.
- Support contract administration and ensure contractual compliance.
- Reconcile material consumption, subcontractor quantities, and client-certified quantities.

Cost Control & Reporting

- Monitor project budgets and cost performance.
- Track variations, extra items, and change orders.
- Prepare variation claims and cost reports.
- Maintain cost records, quantity records, and billing documentation.

Project Coordination





- Coordinate with project managers, consultants, site engineers, and contractors.
- Conduct Joint Measurement Records (JMR) and quantity verification.
- Support procurement teams with quantity estimation and material planning.
- Ensure timely certification and approval of bills.

Quality & Compliance

- Ensure compliance with project specifications, IS Codes, NBC standards, and industry best practices.
- Verify measurement sheets and work certifications.
- Maintain documentation for audits and project records.

Required Skills
- Solid knowledge of MEP systems including Electrical, HVAC, Plumbing, Firefighting, and PHE.
- Expertise in Quantity Surveying, BOQ preparation, Rate Analysis, and Cost Estimation.
- Experience in Client Billing, RA Billing, and Subcontractor Billing.
- Knowledge of contract administration and quantity reconciliation.
- Proficiency in AutoCAD, MS Excel, MS Project/Primavera, and billing software.
- Strong analytical, communication, and coordination skills.
