We are seeking an experienced and analytical Import-Export Manager to lead trade compliance, customs clearance operations, and bonded warehouse management in our electronics manufacturing plant. The ideal candidate will oversee all inbound and outbound international shipments, streamline custom documentation, manage Customs House Agents (CHAs), and lead our MOOWR (Manufacturing and Other Operations in Warehouse Regulations) scheme compliance to optimize cash flow and landed costs.

Key Responsibilities

Import & Custom Clearance Operations

- Manage end-to-end import clearance processes for electronic raw materials, components (MSD, SMT parts), capital equipment, and spare parts.
- Ensure accurate HS Code classification, valuation, and customs duty calculation under the Customs Act.
- Coordinate directly with Customs House Agents (CHAs), freight forwarders, shipping lines, and port authorities to ensure minimum turnaround time (TAT).
- Oversee mandatory regulatory compliance, including BIS (CRS Registration), WPC (Wireless Planning & Coordination), EPR (E-Waste), and ROHS certifications.
- Track daily shipments, resolve ICEGATE bill-of-entry (BOE) errors, and prevent demurrage, detention, or storage penalties.

2. MOOWR & Bonded Operations Management

- Lead end-to-end compliance and operational execution of the MOOWR scheme (Section 65).
- Maintain mandatory Section 65 customs registers (Annexure A & B), track input-output ratios, and manage duty-deferred capital goods and raw materials.
- Coordinate duty payments for domestic tariff area (DTA) clearances vs. zero-duty perks for export shipments.
- Prepare and facilitate periodic customs audits, physical verification of bonded stock, and reconciliation between internal ERP systems and customs records.

3. Export Logistics & Documentation

- Oversee export processes,



ensuring timely preparation of Shipping Bills, Commercial Invoices, Packing Lists, Airway Bills (AWB), Bills of Lading (BL), and Certificates of Origin (COO).
- Liaise with overseas clients, third-party logistics (3PL) providers, and customs brokers to ensure timely delivery of finished electronic goods.
- Manage post-export compliance, including e-BRC (Bank Realization Certificate) tracking and duty drawback/export incentive claims where applicable.

4. Data Analysis & Systems (MS Office & ERP)

- Leverage Advanced MS Excel (Pivot Tables, Power Query, VLOOKUP/XLOOKUP) to perform daily data consolidation, duty savings tracking, and customs register reconciliation.
- Generate executive supply chain reports, tracking key performance metrics: clearance turnaround time, CHA SLAs, landed cost breakdowns, and MOOWR duty deferment value.
- Work with IT/ERP teams (SAP/Oracle) to ensure seamless integration between warehouse management systems (WMS) and customs data requirements.

Key Performance Indicators (KPIs)

1. Clearance Time (TAT): Average port-to-factory lead time for air and sea freight.
2. Cost Optimization: Zero/minimal demurrage and detention charges incurred.
3. MOOWR Compliance: 100% audit accuracy without compliance penalties or stock mismatches.
4. Data Accuracy: Error-free BOE filing, HS Code classification, and regulatory documentation.

Requirements & Qualifications

- Education: Bachelors degree in Supply Chain Management, International Trade, Logistics, Business Administration, or a related field. (MBA or DGFT Certification is a plus).
- Experience: 6–10 years of experience managing import/export operations, with at least 3 years in an electronics manufacturing environment.
- MOOWR Expertise: Proven hands-on experience running a MOOWR-compliant bonded plant/warehouse.
