MEL Strategy, Outcomes Measurement & Verification

- Lead the design and continuous improvement of SOF's MEL framework, outcome indicators, verification protocols, and reporting standards.
- Establish outcome definitions, data collection methodologies, quality assurance processes, and learning frameworks aligned with OBF principles.
- Review outcome verification reports and ensure readiness of outcome data for payment calculations, programme reviews, and decision-making.

Performance Monitoring, Analytics & Learning

- Monitor programme performance against outcome targets, KPIs, and learning indicators and identify improvement opportunities.
- Analyse outcome trends, provider performance, and beneficiary outcomes to generate actionable insights.
- Develop learning products, impact reports, case studies, and knowledge resources to support programme improvement and scale-up.

Technology & Data Integration

- Integrate MEL indicators, reporting requirements, and verification protocols within technology platforms and MIS systems.
- Collaborate with Technology & Data teams to develop dashboards, outcome tracking tools, and performance monitoring systems.
- Ensure data quality, governance, system integrity,



and technology-enabled verification across the programme lifecycle.

Stakeholder Management & Reporting

- Act as the primary MEL interface between the PMU, MEL partners, technology partners, funders, and training providers.
- Prepare outcome reports, impact updates, and management summaries for leadership, governance committees, and stakeholders.
- Support evidence-based decision-making through regular performance reviews, presentations, and strategic recommendations.

Requirements

- o Postgraduate degree in Public Policy, Economics, Statistics, Management, Development Studies, Social Sciences, Data Analytics, or related disciplines
- o 8–12 years of experience in Monitoring & Evaluation, impact assessment, research, programme analytics, livelihoods, skilling, development finance, or outcome-based programmes.
- o Experience managing third-party evaluations, MEL frameworks, verification agencies, or large-scale government/development programmes.
- o Solid analytical, quantitative, stakeholder management, reporting, and communication skills.
