Role Overview The role is responsible for independently managing the complete HR and Administration function at the Khavda site. The position will ensure statutory and labour-law compliance, effective industrial relations, contract labour management, workforce planning, and smooth administration of site facilities.

The incumbent will work closely with project management, EPC and other contractors, government authorities, vendors, employees, workmen, and local communities to ensure uninterrupted project operations.

Key Responsibilities

1. Site HR Management

- Drive manpower planning, budgeting, and workforce deployment in line with project requirements and execution schedules.
- Manage end-to-end recruitment for site employees and workmen through local employment exchanges, contractors, manpower agencies, and other sourcing channels.
- Manage employee onboarding, induction, engagement, welfare, transfers, exits, and full & final settlements.
- Manage attendance, leave, payroll inputs, employee records, and HR MIS in coordination with the corporate HR team.
- Ensure accurate and timely HR documentation and reporting.
- Conduct employee engagement and welfare initiatives at the site.

2. Statutory & Labour Law Compliance

- Ensure compliance with applicable labour laws, including:

- BOCW Act
- Contract Labour (Regulation & Abolition) Act
- Factories Act, wherever applicable

- Minimum Wages Act

- Payment of Wages Act

- Employees' Provident Fund regulations

- Employees' State Insurance regulations
- Other applicable central and state labour laws
- Maintain statutory registers, records, returns, and documentation.
- Manage and renew applicable labour licenses, registrations,



and statutory approvals.
- Coordinate with Labour Department, Factory Inspectorate, EPFO, ESIC, and other government authorities.
- Ensure compliance with applicable site and administrative licenses, including Shops & Establishments, trade licenses, fire NOC, and other relevant approvals.

3. Contract Labour Management

- Manage HR and compliance matters related to EPC, civil, mechanical, electrical, and other contractors.
- Verify contractor manpower deployment against approved requirements.
- Monitor contractor attendance, wages, overtime, statutory deductions, PF, ESI, and other applicable benefits.
- Conduct periodic contractor compliance and wage audits.
- Ensure compliance with minimum wage requirements.
- Maintain and verify muster rolls, wage registers, attendance records, and other statutory documentation.
- Identify and close contractor compliance gaps within defined timelines.

4. Industrial Relations & Employee Relations

- Maintain harmonious industrial relations at the project site.
- Proactively identify and resolve employee and workmen grievances.
- Handle disciplinary matters and employee relations issues in accordance with company policies and applicable laws.
- Engage with contractors and workmen to address workplace concerns and prevent potential disputes or work stoppages.
- Support management in resolving labour and IR-related matters.
- Maintain effective communication with employees, workmen, contractors, and site leadership.

5. Site Administration

- Manage administration of the site office, labour camps/colonies, guest house, residential facilities, and other site infrastructure.
- Oversee housekeeping, maintenance, repairs, sanitation, and general upkeep of site facilities.
- Manage site security, access control, visitor management, and security-related incidents.
- Coordinate with local police and government authorities on site security matters.
- Manage employee transportation, logistics, and movement of site personnel and visitors.
- Oversee canteen and catering operations, including food quality, hygiene, service standards, and contractor performance.
- Identify, negotiate with, and manage vendors/service providers for housekeeping, security, transport, catering, and other administrative services.
- Monitor vendor performance against agreed SLAs and contractual requirements.
- Process and track administrative invoices and expenses.
- Monitor the site administration budget and implement cost-optimization initiatives.

6. Government & Community Liaison





- Develop and maintain effective relationships with government departments and local authorities.
- Coordinate with local administration, police, labour authorities, and other government agencies as required.
- Support community engagement and CSR initiatives around the project site.
- Maintain positive relationships with local communities and other external stakeholders.
- Support resolution of local issues affecting site operations.

Required Skills & Experience

- 812 years of relevant experience in Site HR & Administration.
- Experience in Solar, Wind, Hybrid, Renewable Energy, Construction, EPC, Infrastructure, or large project sites is preferred.
- Solid knowledge of labour laws and statutory compliance.
- Hands-on experience in contract labour management and contractor compliance.
- Strong experience in industrial relations and grievance handling.
- Experience in government liaison and dealing with labour/statutory authorities.
- Hands-on experience in site administration, including:

- Facility management

- Labour camp management

- Security

- Transport

- Canteen

- Housekeeping

- Vendor management
- Strong negotiation and stakeholder management skills.
- Good knowledge of MS Excel and MS Office.
- Experience with HRIS, HR MIS, payroll, attendance, and reporting systems.
- Ability to work independently at a remote project site and manage multiple stakeholders.

Educational Qualification

Mandatory:

- Full time, regular MBA/PGDM in Human Resources from a UGC/AICTE-recognized institute.

Important: Distance, correspondence, and online MBA/PGDM qualifications will not be considered for this position.
