Job Description – General Manager – HSE
Position: General Manager – Health, Safety & Environment (HSE)
Industry: Civil Construction / Infrastructure

Role Overview
We are looking for an experienced General Manager – HSE to lead the Health, Safety and Environment function across multiple civil construction projects.
The role will have overall responsibility for developing and implementing HSE policies, ensuring statutory and client compliance, conducting safety audits, managing risks and incidents, implementing environmental controls, and leading HSE teams across 4–5 projects simultaneously.
The candidate will work closely with project teams, clients, consultants, subcontractors, statutory authorities and top management to establish and maintain a strong Zero Harm safety culture across all project locations. 8. JD - GM EHS
Key Responsibilities
- Lead and manage the HSE function across 4–5 civil construction projects simultaneously.
- Develop, implement and monitor company-wide HSE policies, procedures and standards in accordance with legal, client and ISO/OHSAS requirements.
- Develop and maintain a strong Zero Harm culture across project sites.
- Prepare, review and approve Project HSE Plans, Risk Assessments and Method Statements.
- Ensure implementation of safety procedures for excavation, concreting, scaffolding, lifting operations, working at height, confined spaces and heavy machinery.
- Develop and implement Emergency Response Plans and ensure regular mock drills.
- Standardize and monitor the Permit-to-Work (PTW) system across projects.
- Conduct regular site safety inspections, audits and compliance reviews.
- Ensure proper safety induction, toolbox talks and PPE compliance.
- Identify unsafe acts/conditions and ensure NCRs and corrective actions are closed within defined timelines.
- Lead incident investigation and Root Cause Analysis (RCA)
and implement preventive measures. 8. JD - GM EHS
- Ensure compliance with applicable labour laws, Factories Act, BOCW Act and environmental regulations.
- Liaise with Labour Department, Pollution Control Board, Fire Department and other statutory authorities.
- Coordinate with clients, consultants and third-party auditors on HSE matters.
- Maintain statutory safety and health records.
- Monitor dust, noise, water consumption and construction-waste management.
- Ensure appropriate waste segregation, disposal and recycling.
- Conduct environmental audits in accordance with client and ISO requirements.
- Conduct HSE training for engineers, supervisors and workers.
- Ensure subcontractors comply with project HSE standards.
- Promote hazard identification, near-miss reporting and proactive safety practices. 8. JD - GM EHS
- Maintain site audit reports, incident records, training records and risk registers.
- Prepare weekly/monthly HSE reports for management and clients.
- Monitor key HSE metrics including LTIFR, Near Misses and Incident Closure timelines.
- Lead, supervise and mentor HSE Managers, Safety Engineers and other site HSE personnel.
- Ensure adequate deployment of Safety Officers, Fire Marshals and First Aid personnel.
- Act as the single point of contact for HSE matters across all assigned projects. 8. JD - GM EHS
Qualification & Experience
- Diploma/Bachelor's degree in a relevant discipline.
- Master's degree/MBA or advanced qualification will be an advantage.
- Significant experience in HSE leadership, preferably within civil construction/infrastructure projects.
- Proven experience managing HSE across multiple construction projects/sites.
- Strong knowledge of construction safety, statutory requirements, risk management and environmental compliance.
- Experience managing and developing HSE teams.
- Strong leadership, communication and stakeholder-management skills.
- Ability to manage multiple projects and priorities simultaneously.
- Solid problem-solving, decision-making and strategic-planning capabilities.
Pay: ₹1,000,000.00 - ₹1,200,000.00 per year

- Have you been responsible for HSE audits, client/third-party audits and reporting of HSE KPIs such as LTIFR, near misses and incident-closure timelines?
