1.0 JOB ROLE

Prepare accurate cost estimates and technical-commercial offers for PSSPL electrical control panels, marshalling boxes, transformer auxiliary systems and other assigned products. Review enquiry requirements, establish quantities and costs, identify risks and exclusions, and support competitive quotations and order handover within approved technical and commercial requirements.

2.0 KEY RESPONSIBILITIES

2.1 Review enquiries, tender documents, drawings, specifications, scope of supply and submission deadlines. Record missing information and obtain clarifications before finalizing estimates.

2.2 Prepare quantity take-offs and estimation Bills of Materials from drawings and specifications. Coordinate with Engineering to confirm component ratings, approved makes, enclosure requirements and technical compliance.

2.3 Estimate materials, bought-out items, fabrication, assembly, wiring, engineering, testing, inspection, packing, freight and site services where included in the scope.

2.4 Obtain supplier and subcontractor quotations through Purchase or the authorized process. Compare technical scope, prices, discounts, lead times, validity, freight and payment terms on a consistent basis.

2.5 Apply approved labour rates, overheads, contingency and margins. Identify applicable taxes, duties, currency exposure and price-escalation assumptions without double counting costs.

2.6 Prepare costing sheets and technical-commercial offers stating scope, delivery assumptions, validity, exclusions, deviations and commercial terms. Obtain required review and approval before issue.

2.7 Assess cost implications of transformer cooling, OLTC control, OTI/WTI monitoring, alarm, trip, interlock and auxiliary circuits with Engineering support.

2.8 Coordinate with Sales, Engineering, Purchase, Production and Quality to confirm feasibility, manufacturing effort, testing requirements and achievable delivery commitments.

2.9 Revise estimates for clarifications and scope changes, identify the price impact, and maintain traceability between enquiry revisions, supplier quotations,



costing sheets and offers.

2.10 Support negotiations with cost breakdowns and approved alternatives. Hand over accepted scope, cost baseline, exclusions and commitments to execution teams after order receipt.

2.11 Compare estimated and actual costs with relevant teams, investigate significant variances and update cost databases. Track pending estimates and promptly report risks or delays.

2.12 Protect confidential pricing and customer information; maintain organized estimation records, the workstation and issued equipment.

3.0 AUTHORITY

3.1 Request technical clarifications, supplier quotations and internal cost inputs needed to prepare a complete estimate.

3.2 Recommend cost-effective alternatives and corrections, subject to technical compliance and required approvals.

3.3 Hold an estimate for review and escalate incomplete scope, unreliable pricing, calculation errors or unapproved deviations before quotation release.

3.4 Verify costing calculations within assigned authority. Final selling price, discounts, margins, commercial terms and quotation release require approval by an authorized person.

3.5 No authority to commit orders, approve substitutions or customer deviations, or accept contractual obligations beyond delegated limits.

4.0 SKILLS AND COMPETENCIES

4.1 Interpretation of electrical schematics, general arrangement drawings, specifications, Bills of Materials and tender requirements.

4.2 Knowledge of control-panel components, marshalling boxes, transformer auxiliary systems, panel fabrication, wiring and testing processes.

4.3 Quantity take-offs, material and labour costing, rate analysis, overhead allocation and margin calculations.





4.4 Supplier quotation comparison and understanding of delivery, payment, warranty, freight, tax and quotation-validity implications.

4.5 Proficiency in MS Excel and MS Office; familiarity with ERP or estimation software and CAD drawing viewers is desirable.

4.6 Accurate documentation, revision control and awareness of applicable IS/IEC requirements and ISO 9001 procedures relevant to estimation.

4.7 Analytical thinking, attention to detail, coordination, communication, confidentiality and deadline management.

5.0 QUALIFICATION AND EXPERIENCE

5.1 B.E./B.Tech or Diploma in Electrical Engineering.

5.2 Two to six years of relevant experience in estimation, costing or tendering for electrical control panels, transformer auxiliary panels, marshalling boxes or similar industrial electrical systems is preferred.

5.3 Candidates with less experience may be considered for a suitable grade based on demonstrated competence in drawing interpretation, quantity take-offs and costing.

5.4 Experience with supplier quotations, technical-commercial offers, tender submissions and manufacturing cost analysis will be an advantage.

5.5 Complete required induction, product training and competency assessment before independently preparing estimates; follow delegated review and approval requirements.

6.0 KEY PERFORMANCE INDICATORS

6.1 On-time completion of estimates, quotations and revisions against agreed deadlines.

6.2 Accuracy of quantities, costing calculations and scope coverage, measured through review corrections and attributable omissions.

6.3 Estimated-versus-actual cost variance for comparable scope, with reasons recorded and corrective actions completed.

6.4 Completeness and traceability of cost inputs, supplier quotations, assumptions, revisions and approvals.

6.5 Timely closure of clarifications and complete order handover to execution teams.

6.6 Compliance with approved pricing and authority limits, and timely updates to material prices and standard costing data.
