This is not a generalist IT or software project management role. The work is telecom order management and carrier provisioning. A candidate who has managed software sprints, construction schedules, or generic client onboarding but has never submitted a carrier order, chased a Firm Order Commitment date, or worked a number port — is not qualified for this seat and should not be advanced.
4. NON-NEGOTIABLE EXPERIENCE REQUIREMENTS A candidate must satisfy every item in this section to be submitted.
4.1 Carrier or TSD Background The candidate must have spent at least three years working directly inside, or directly against, the carrier order-management chain. Acceptable backgrounds include:
Technology Services Distributor (TSD) / master agency — Intelisys, Avant Communications, Telarus, Sandler Partners, AppDirect, or an equivalent distributor, in an order desk, provisioning, project management, or sales-support capacity.
Carrier or service provider — AT&T;, Lumen, Verizon, Comcast Business, Spectrum Enterprise, Frontier, Windstream, Zayo, Cox Business, Granite, Uniti, or similar, in an order management, provisioning, service delivery, or customer project management function.
Agency, VAR, or MSP telecom practice — managing a live book of carrier orders on behalf of end-user clients.
Explicitly not qualifying: call-center or tier-one technical support with no order ownership; billing-only or commission-only roles; general IT help desk; software or web project management; BPO work unrelated to telecom provisioning.
4.2 Demonstrated Order Ownership
Has personally submitted and carried carrier orders from signed service order form through installation, turn-up, client acceptance, and first invoice.
Has managed a concurrent workload of at least 20–40 open orders across multiple carriers and multiple client accounts.
Has run recurring carrier and client status calls, and has escalated a jeopardized order through a carrier's formal escalation path.
Has worked both single-site and multi-site rollouts (10+ locations under one project).
4.3 Communication Standard
Can write a clean, executive-readable status update to an IT Director or a CFO without editing from us.
Can hold their ground on a call with a carrier project manager who has missed a commitment date, and drive to a specific corrective commitment.
Comfortable being the named point of contact to our clients, using an Issquared Networks email address and identity.
5. REQUIRED TECHNICAL FLUENCY
This role does not design networks — our sales engineers do that — but the Project Manager must understand what has been sold well enough to order it correctly, to read a carrier's response, and to recognize when something is wrong before the client does. The candidate must be conversant, without coaching, in the following.
5.1 Data & Transport Products
Dedicated Internet Access (DIA) over fiber, coax, and fixed wireless — including bandwidth tiers, port versus committed rate, and hand-off types (R, single-mode/multi-mode fiber, LC/SC connectors).
Broadband and cable business internet, including asymmetric versus symmetric delivery and static IP block assignment.
Carrier Ethernet: E-Line (EPL/EVPL) and E-LAN services, EVCs, VLAN tagging, and CoS profiles.
MPLS and private WAN, wavelength services, and dark fiber at a working level.
SD-WAN overlays and the distinction between the underlay circuit order and the overlay hardware and licensing order — including how the two must be sequenced so equipment is not idle waiting on circuits.
4G LTE and 5G fixed wireless as primary and as failover, including SIM and data-pool provisioning.
5.2 Voice Products
SIP trunking: concurrent call paths,
DIDs, toll-free, CNAM, E911 record submission and validation.
Hosted voice and UCaaS/CCaaS deployments: seat counts, device provisioning, MAC addresses, and dial-plan cutover coordination.
POTS lines and POTS replacement / analog line migration, including alarm, elevator, fire panel, and fax lines — and why these require special handling and test verification before the copper line is released.
Local Number Portability end to end: Customer Service Record (CSR) retrieval, Letter of Authorization (LOA), port request submission, port rejection reason codes, FOC on ports, and coordinating the cutover window.
5.3 Order Lifecycle Mechanics The candidate must know these terms and the actions behind them without being taught:
Firm Order Commitment (FOC) date — obtaining it, validating it, and holding the carrier to it.
Serviceability and site qualification — building lit/near-net/off-net status, and what each means for interval and cost.
Special Construction (SCA) and Individual Case Basis (ICB) pricing — recognizing when an order will trigger construction charges and escalating before the client is surprised.
Building Entry Agreement / Right of Entry (ROE) — chasing landlord and property-management signatures, which is one of the most common causes of interval slip.
LOA-CFA, cross-connects, demarc and demarc extension — including colocation and meet-me-room coordination.
Turn-up, testing, and acceptance — RFC 2544 or equivalent test results, IP block and DNS delivery, and formal client acceptance.
Billing start date, MRC/NRC verification, and first-invoice audit — confirming the client is billed what was quoted, and disputing when they are not.
Legacy disconnects — issuing disconnect notices only after acceptance, and understanding term commitments, auto-renewal windows, and early termination liability.
5.4 Documents the Candidate Must Already Know How to Read
Carrier quotes and pricing matrices, including term options, MRC versus NRC, and promotional or waived-install conditions.
Service Order Forms, MSAs, and service schedules.
Carrier order acknowledgments, jeopardy notices, and missed-commitment notifications.
Customer Service Records and telecom invoices at a level sufficient to identify the services in place.
6. CORE RESPONSIBILITIES
6.1 Order Intake & Submission
Receive signed orders from the Issquared Networks sales team and validate completeness before submission: correct address and suite, correct site contact, correct product configuration, correct term, correct hand-off.
Submit orders through the appropriate TSD portal or direct carrier channel, with all supporting documentation attached (LOA, CSR, floor plans, ROE forms, tax exemption where applicable).
Catch and correct order errors before submission. A rejected or re-issued order restarts the interval clock and is treated as a preventable failure in this role.
6.2 Carrier & Vendor Management
Own the relationship with the assigned carrier project manager on every open order.
Drive to a firm FOC date, then hold the carrier to it with documented, dated follow-up.
Escalate jeopardized and missed-date orders through the carrier's or TSD's formal escalation ladder, and inform Issquared leadership before the client escalates to us.
Coordinate across parties on a single install: circuit carrier, equipment vendor, SD-WAN provider, landlord, electrician or cabling contractor, and the client's own IT staff.
6.3 Client Communication
Serve as the client's single point of contact for delivery status from order submission through acceptance.
Issue a written status update on every open order on a fixed cadence — no client should ever have to ask us where their circuit is.
Run install-coordination calls and cutover planning sessions, including after-hours cutover windows when a client's voice migration requires it.
Translate carrier language into plain business language for non-technical stakeholders.
6.4 Tracking, Reporting & Process
Maintain a live order tracker: every order, stage, FOC date, aging, risk flag, and next action, current at the close of every business day.
Produce a weekly delivery report for Issquared Networks leadership: orders submitted, orders installed, orders at risk, average interval, and revenue pending activation.
Keep the CRM and project system updated so sales and leadership can see status without asking.
Document and improve our provisioning runbooks — checklists by product type and by carrier — so the process survives independent of any one person.
6.5 Revenue Protection
Verify that installed services bill correctly and that the billing start date matches the acceptance date.
Confirm the order is reported to the TSD or carrier correctly so commission and revenue are credited to Issquared Networks.
Track contract terms and expiration dates on delivered services and flag upcoming renewal windows to the sales team.
7. SYSTEMS & TOOLS
Prior hands-on use of at least one TSD or carrier order portal is required. Familiarity with the remaining categories is expected; specific platform training will be provided.
Required: a TSD or carrier order-management portal — Intelisys, Avant Pathfinder, Telarus, Sandler, or a direct carrier provisioning portal.
Required: Microsoft Excel or Google Sheets at an advanced level — filtering, pivots, and building a tracker that leadership can read.
Expected: a CRM (Zoho, HubSpot, Salesforce, or similar) and a project or task platform (ClickUp, Asana, Smartsheet, Monday, or similar).
Expected: Microsoft Teams, Outlook, and Microsoft 365; comfort running video meetings with clients and carriers.
Preferred: experience building or maintaining a provisioning dashboard or status report distributed to executives.
8. WORKING ATTRIBUTES WE REQUIRE
Relentless on follow-up. Carrier orders do not move on their own. We need someone who follows up on a schedule and documents every touch.
Detail-driven. A wrong suite number or a missing LOA costs weeks. Accuracy at submission is the highest-leverage behavior in this role.
Escalates early. We would far rather hear about a slipping date three weeks early than three days late.
Owns the outcome. "The carrier hasn't responded" is a status, not an answer. We need someone who keeps pushing until the date is firm.
Client-facing composure. Calm and credible when a client is frustrated about a delay that was not our fault.
Process-minded. Builds repeatable structure rather than working from memory.
9. PREFERRED BUT NOT REQUIRED
PMP, CAPM, or equivalent project management certification.
Carrier or vendor technical certifications (Fortinet, Cisco Meraki, VeloCloud, Cato, or similar SD-WAN platforms).
Prior experience supporting a U.S.-based agency, MSP, or VAR from an offshore or nearshore delivery team.
Telecom expense management or invoice-audit experience.
Experience with multi-site retail, healthcare, or financial-services rollouts.
