Role Overview The engagement supports a large public sector enterprise engaged in the mining and marketing of industrial minerals, operating several mineral-based business units across Rajasthan, each run as a profit centre. Its operations span open-cast mining, mineral beneficiation, and marketing to industrial and power-sector customers, alongside diversification into mineral-based downstream projects and renewable energy. The organisations stated priorities are cost-effective technological innovation in mining, capacity expansion, and sustained productivity and growth — and the advisory engagement exists to help convert those priorities into delivered outcomes.
The Senior Consultant – Government Advisory (Transaction Advisory & Business Development) independently leads transaction advisory engagements for the client and drives business development for the government advisory practice. The role spans structuring and executing transactions in the minerals and natural-resources space — mineral block and lease transactions, joint ventures, mineral-based downstream projects, asset monetisation, PPPs, and concessions — alongside identifying, developing, and winning new advisory opportunities.
It calls for strong transaction and commercial expertise, financial and bid rigour, an understanding of how mineral assets are valued and how mining and beneficiation projects are structured and financed, and the confidence to engage senior management, government stakeholders, and investors.
Key Responsibilities
- Lead transaction advisory — Own transaction advisory engagements for the client and other public-sector organisations, structuring and executing mineral-sector transactions, joint ventures, PPPs, asset monetisation, disinvestment, and concession arrangements.
- Support mineral block & lease transactions — Support structuring of, and participation in, mineral block auctions and lease transactions under the applicable mineral concession framework, including block evaluation, bid strategy, and premium and reserve-price assessment.
- Structure deals & commercial models — Design commercial, financial, and contractual structures for mineral, downstream, and energy transactions, balancing feasibility, geological and market risk, and value.
- Build financial models & business cases — Develop financial models, viability assessments,
and business cases for mining and mineral-based projects, incorporating reserve and resource estimates, grade and recovery assumptions, mine life, stripping ratios, capital and operating cost per tonne, price scenarios, and offtake arrangements.
- Appraise downstream & diversification opportunities — Evaluate mineral-based downstream and value-addition proposals, beneficiation investments, and diversification opportunities including renewable energy and allied businesses, and prepare options and recommendations for management.
- Advise on long-term supply & offtake arrangements — Support structuring of long-term mineral and fuel supply arrangements, offtake and marketing contracts, and pricing mechanisms with industrial and power-sector buyers.
- Manage transaction documentation — Prepare and review information memoranda, RFQs / RFPs, concession agreements, joint-venture and shareholder agreements, and bid documents for transactions.
- Advise on due diligence & risk — Coordinate legal, regulatory, technical, and financial due diligence and risk assessment, including review of geological and reserve reports, mining plans, lease status, and statutory clearances.
- Drive business development — Identify, develop, and convert new advisory opportunities with government departments, public-sector enterprises, and development agencies, with a particular focus on the mining and natural-resources sector.
- Lead proposals & bids — Lead preparation of technical and financial proposals, EOIs, and RFP responses, including methodologies, team composition, and pricing.
- Build client networks & relationships — Build and sustain relationships with senior government officials, public-sector management, investors, mining and industrial companies, and partners to expand the advisory portfolio.
- Facilitate stakeholders & investors — Lead consultations, investor engagements, and negotiations between government and public-sector entities and private stakeholders.
- Track sector & market intelligence — Maintain a view of mineral markets, prices, demand and supply trends, and policy developments across the industrial minerals and lignite segments relevant to the client’s portfolio, and translate these into implications and opportunities.
- Mentor teams & build knowledge — Guide Analysts and Consultants, and contribute to transaction knowledge products, case studies, and thought leadership on the minerals sector.
Skills & Competencies
- Transaction advisory expertise — Strong understanding of government transactions, PPPs, asset monetisation, disinvestment, and concession structures, including mineral block and lease transactions and joint ventures.
- Mining & minerals sector understanding — Working knowledge of the mining value chain,
the mineral concession and lease framework, reserve and resource concepts, and the commercial drivers of mineral and beneficiation projects.
- Financial & commercial acumen — Skilled in financial modelling, valuation, feasibility analysis, and commercial structuring, including mine-life and cost-per-tonne based models.
- Business development — Proven ability to identify, develop, and win advisory opportunities with government and public-sector clients.
- Bid & proposal management — Ability to lead technical and financial proposals, EOIs, and RFP responses.
- Senior client management — Ability to engage and build credibility with senior government officials, public-sector management, investors, and partners.
- Team leadership — Ability to guide, mentor, and develop advisory teams.
Underpinned by commercial judgment, ownership, and the highest standards of integrity and professional conduct in complex, politically sensitive environments. Qualifications & Experience
- Education — Bachelor’s degree in Finance, Economics, Commerce, Engineering, Mining Engineering, Geology, or Management, or a related discipline.
- Preferred — MBA (Finance / Strategy), CA, CFA, or a Master’s in Economics, Public Policy, Infrastructure Management, or Mineral Economics; a robust commercial or transactions background is an added advantage. Candidates with transaction, valuation, or financial-modelling experience in the mining, minerals, metals, or natural-resources sector will be preferred, as will candidates with hands-on financial-modelling experience across private firms, government bodies, and financial institutions, and those with pre-sales experience spanning bid management, business development.
- Experience — 6–10 years of progressive experience in transaction advisory, infrastructure / PPP advisory, investment banking, corporate finance, or business development, ideally with government or public-sector transactions and a track record of winning and delivering advisory mandates. Experience with mining, minerals, or natural-resources transactions is strongly preferred.
Tools & Technical Proficiency Mandatory: MS Excel (Advanced — financial modelling), financial modelling & valuation (DCF, NPV / IRR, and sensitivity / scenario analysis), PowerPoint (Advanced), Word, and Google Workspace.
Desired: Power BI / Tableau, financial databases & market-data tools (e.g., Bloomberg, Capital IQ, Refinitiv Eikon, FactSet), commodity and mineral price data sources, financial-modelling add-ins (e.g., Macabacus), CRM / business-development tracking tools, and government and mineral-sector data portals.
