Role Overview The engagement supports a large public sector enterprise engaged in the mining and marketing of industrial minerals, operating several mineral-based business units across Rajasthan, each run as a profit centre. Its operations span open-cast mining, mineral beneficiation, and marketing to industrial and power-sector customers, alongside diversification into mineral-based downstream projects and renewable energy. The organisations stated priorities are cost-effective technological innovation in mining, capacity expansion, and sustained productivity and growth — and the advisory engagement exists to help convert those priorities into delivered outcomes.

The Senior Consultant – Government Advisory (Project Management & Operations) independently leads the planning, delivery, and day-to-day operational management of the advisory engagement and the Programme / Project Management Unit (PMU) established for the client. The role owns end-to-end delivery — work planning, execution, monitoring, risk management, and stakeholder coordination — translating the client’s production, expansion, and diversification priorities into on-ground outcomes across its mining, beneficiation, and downstream operations.

It calls for strong project-management discipline and operational rigour, combined with a working understanding of how mining businesses run — the chain from mine planning and extraction through beneficiation, dispatch, and marketing — and of the statutory environment mineral operations work within. It requires the confidence to drive delivery with senior management, SBU heads, and mine-site teams across multiple units and locations.

Key Responsibilities

- Lead end-to-end delivery — Own planning and execution of the advisory engagement and Programme / Project Management Unit (PMU) from mobilisation to closure, ensuring scope, quality, timelines, and budgets are met across mining, beneficiation, and downstream project workstreams.
- Build project plans and delivery frameworks — Develop work plans, milestones, delivery roadmaps, governance structures, and reporting cadences for complex, multi-stakeholder programmes spanning the client’s mineral-based business units across multiple locations in the State.
- Track mine operations & production performance — Monitor production, overburden removal, beneficiation throughput, grade and recovery, dispatch, and inventory against plan across the SBUs, and support the operational reviews and corrective actions that keep output, quality, and cost per tonne on target.




- Support capacity expansion & capital projects — Support planning and delivery of mine development, beneficiation plant expansion, and mineral-based downstream and energy projects, from DPR and approvals through contracting, construction, and commissioning.
- Manage operations and process efficiency — Set up and streamline operational processes, SOPs, and workflows across mine planning, contractor management, weighbridge and dispatch, logistics, and inter-unit coordination, to improve productivity, service delivery, and implementation effectiveness.
- Drive monitoring and issue management — Track progress against milestones, monitor delivery, maintain issue logs, and put in place course-correction mechanisms.
- Develop and manage risk mitigation plans — Identify and assess project risks — including statutory, environmental, land and rehabilitation, contractor, equipment availability, and evacuation and logistics risks typical of mining operations — maintain risk registers, and prepare, own, and monitor mitigation plans with clear actions, owners, and timelines.
- Track statutory compliance & clearances — Maintain visibility of mining leases, mining plan approvals, environmental and forest clearances, consents, and other statutory obligations, with compliance calendars and follow-up on renewals, conditions, and periodic returns.
- Set up MIS and performance dashboards — Design and operationalise monitoring systems, MIS, and dashboards covering production, dispatch, sales, cost, and project progress, giving management real-time visibility of performance across units.
- Coordinate stakeholders and implementation partners — Align corporate functions, SBU and mine-site teams, mining and transport contractors, vendors, and government departments to keep delivery on track.
- Run review and governance mechanisms — Anchor steering committees, review meetings, and progress reviews; prepare decision-ready updates for senior management, the Board, and government stakeholders.
- Ensure documentary compliance and reporting — Maintain the documentary compliance of projects and ensure timely preparation and submission of reports to the client and stakeholders.
- Manage resources and engagement economics — Plan team deployment, manage budgets and utilisation, and oversee the operational and financial health of engagements.
- Conduct site reviews — Visit mines, beneficiation plants, and project sites to review progress on the ground, verify reported performance, and follow up on actions.
- Support business development — Lead technical proposals, EOIs, and RFP responses for project-management and operations mandates in the mining and natural-resources sector, and help identify new opportunities.
- Mentor teams and build capability — Guide Analysts and Consultants, and build client teams’ capability on project-management tools, processes, and delivery discipline.

Skills & Competencies

- Project & programme management — Robust command of project planning, delivery management,



and PMU operations for large, multi-stakeholder public-sector and industrial programmes.
- Mining operations understanding — Working knowledge of the mine-to-market chain — mine planning, extraction, beneficiation, dispatch, and marketing — and of the drivers of productivity, recovery, and cost per tonne in industrial minerals.
- Mining statutory & regulatory awareness — Familiarity with mining leases, mining plans, environmental and forest clearances, and the compliance regime governing mineral operations in India.
- Operations & process excellence — Ability to design, streamline, and run operational processes, SOPs, and delivery systems that improve efficiency and service delivery.
- Monitoring & risk management — Skilled in milestone tracking, risk and issue management, MIS, and performance dashboards.
- Stakeholder & vendor coordination — Proven ability to align corporate functions, mine-site teams, contractors, and implementation partners around delivery.
- Senior client management — Ability to engage and build credibility with senior management, unit heads, and senior government officials.
- Team leadership — Ability to guide, mentor, and develop delivery teams.

- Education — Bachelor’s degree in Mining Engineering, Geology, Engineering, Management, Public Administration, Economics, Operations, or a related discipline.
- Preferred — Master’s or MBA in Project Management, Operations, Public Policy, or Infrastructure Management, or M.Tech in Mining Engineering or Mineral Processing; certifications such as PMP, PRINCE2, or Lean Six Sigma are an added advantage. Candidates with project-management experience in the mining, minerals, or natural-resources sector — and with experience on government projects, or in private organisations with experience of working with government — will be preferred.
- Experience — 6–10 years of progressive experience in project / programme management, operations, or delivery management, ideally including PMUs, government or public-sector programmes, or large multi-stakeholder implementation. Experience in mining or mineral-processing operations, or in advisory to mining and natural-resources clients, is strongly preferred, as is experience setting up delivery systems, MIS, and review mechanisms.

Tools & Technical Proficiency Mandatory: MS Excel (Advanced), PowerPoint (Advanced), Word, Google Workspace, and MS Project or an equivalent project-management tool.

Desired: Power BI / Tableau, Asana / Trello / Jira, mining ERP and production MIS systems (e.g., SAP), mine-planning software (e.g., Surpac, Datamine, or equivalent), GIS (ArcGIS / QGIS), and government data portals.
