: Quality Audit Officer

Project: 1962 Veterinary Mobile Unit (MVU) & 1962 Veterinary Call Centre Services

Location: Patna, Bihar (Extensive travel across 38 districts)

Reports To: Head – Quality & Monitoring / Project Director

1. Position Overview The Quality Audit Officer will serve as the central quality assurance authority for the 1962 Veterinary Service, which operates through 534 Mobile Veterinary Units (MVUs) deployed across all blocks of Bihar and a centralized 1962 Call Centre in Patna. The officer will ensure that service delivery, emergency response, medicine management, fleet readiness, and documentation systems function efficiently and transparently in compliance with departmental SOPs.

2. Core Responsibilities

A. Audit of 1962 Call Centre Operations (To ensure timely, professional, and accurate tele-veterinary services with proper emergency coordination.)

1. Develop and implement structured call audit frameworks.
2. Review call recordings for communication standards and case categorization.
3. Monitor emergency response time and routing efficiency.
4. Evaluate performance of Call Centre Executives and Telemedicine Doctors.
5. Verify CRM documentation accuracy and reporting integrity.
6. Identify gaps and recommend training or corrective measures.

B. Field Audit of Mobile Veterinary Units (534 MVUs)- To ensure uniform service standards and accountability across all blocks.

1. Conduct scheduled and surprise audits across districts.
2. Verify daily camp implementation and emergency prioritization.
3. Ensure presence and professionalism of Doctor, Para Vet, and Driver.
4. Assess IEC activities and community engagement.
5. Evaluate discipline,



behavior, and compliance standards.

C. Medicine, Equipment & Inventory Audit-To ensure zero stock mismatch, proper medicine utilization

1. Physically verify availability of medicines and consumables.
2. Review stock register (opening/closing balance).
3. Cross-check indent vs. consumption and expiry monitoring.
4. Match medicine dispensed with OPD register entries.
5. Report discrepancies and suggest corrective action.

D. OPD & Documentation Compliance-To maintain data transparency, traceability, and reporting credibility

1. Examine daily OPD register for camp and emergency cases.
2. Verify accuracy of diagnosis and treatment records.
3. Cross-validate field data with district reports.
4. Ensure adherence to reporting guidelines.

E. Fleet & Vehicle Readiness Audit-To ensure all 534 MVUs remain roadworthy, emergency-ready, and legally compliant

1. Verify Insurance, RC, Fitness, and PUC certificates.
2. Ensure GPS tracking and positioning functionality.
3. Check generator, inverter, miking system, and emergency lights.
4. Inspect tool kits and extraction kits.
5. Review logbook, mileage, and preventive maintenance records.
6. Verify driver availability and valid driving license.

Supply Chain & Indent Monitoring-To ensure uninterrupted medicine availability and efficient supply chain performance.

1. Review MVU-wise medicine indent accuracy.
2. Verify district and regional compilation process.
3. Monitor supply flow from Head Office to MVUs.
4. Identify stock gaps, overstocking, or delays.
5. Ensure procurement and distribution compliance.

G. Reporting & Continuous Improvement-continuous improvement and operational excellence.

1. Prepare structured audit reports (weekly/monthly).
2. Categorize findings based on severity.
3. Present findings to senior management.
4. Recommend corrective action plans and track compliance.

3. Key Performance Indicators (KPIs)

1. District-wise audit coverage within defined cycle.
2. Reduction in documentation discrepancies.
3. Reduction in stock mismatches.
4. Improved emergency response tracking.
5. Enhanced fleet compliance levels.
6. Timely submission of audit reports.

4. Qualification

Essential: MBA (Operations / Hospital Administration / Supply Chain) or Mechanical Engineering.

Preferred: Certification in Internal Audit / Quality Assurance and knowledge of government program operations.

5. Experience

Minimum 1–3 years of experience in quality audit, healthcare operations monitoring, or field compliance supervision. Experience in government or multi-district programs preferred.

6. Key Competencies

-Robust analytical and investigative skills, High attention to detail and integrity.,Ability to work independently in field conditions, Strong reporting and communication skills. Proficiency in MS Excel and data analysis tools.
