Role Summary The QHSSE Officer assists the Shift-in-Charge, Installation Manager and MSO in monitoring health and safety, assessing risk, checking quality and designing measures to reduce hazards at an assigned oil mine or workover site. The officer also carries out field investigations and responds to incident reports.
Key Responsibilities Compliance and monitoring
- Ensure compliance with OIL's HSE requirements, the Site HSE Plan / HSE Management System and applicable SOPs.
- Inspect all areas of the well site regularly. On spotting any unsafe act or condition, stop work immediately, inform the Shift-in-Charge or Installation Manager, and record it on a STOP Card.
- Resume work only after mitigation (Tolerate, Terminate, Treat or Transfer) is agreed with Client.
- Submit STOP Card records within 24 hours, with photo or video evidence, through the "Learning from Event" system.
- Report to the Shift-in-Charge, IM or MSO any deviation, or any case where compliance cannot be ensured.
- Assess risks of tools, equipment, job sites and work environments.
Training and awareness
- Run mock drills in both day and night scenarios (fire, BOP, rescue), along with toolbox talks, HSE committee meetings, pit-level meetings and weekly meetings.
- Design safety-awareness programmes and present current hazards and industry research.
- Discuss safety alerts from the Installation Manager or MSO with the crew.
- Motivate personnel to take part in health check-ups, tree plantation and other environment programmes.
Incident management and emergency response
- Carry out preliminary investigation of incidents, accidents and near misses on behalf of the Installation Manager.
- Maintain records of near misses, incidents, accidents and dangerous occurrences, and submit them promptly as per statutory guidelines.
- Alert the Medical or Fire Department in an emergency.
- Give first aid or CPR to victims and help transport them to the medical centre with the ambulance driver.
- Operate fire extinguishers with the site firefighting team and help with evacuation.
- Maintain the First Aid stock and raise requirements with the OIL Shift-in-Charge.
PPE
- Issue PPE and ensure everyone on the rig uses it.
Reporting and documentation
- Submit a Daily QHSSE Report to the Installation Manager.
- Prepare and submit a Monthly HSE Report, including the Google Form provided by the MSO.
- Help prepare periodic HSE reports, incident and near-miss reports, JSAs, work permits, non-conformance reports, audit compliance replies and annual reports to statutory authorities.
- Store inspection documents so they can be produced during HSE audits.
Environment and statutory support
- Assist the Project Coordinator with compliance for Consent to Establish (CTE) and Consent to Operate (CTO) under the Water Act 1974 and Air Act 1981.
- Design strategies to reduce illness, environmental accidents and other issues affecting public safety.
Other duties
- If work at the well site stops (for example, due to a bandh), report to the MSO at the Workover section, OGPS Department, Duliajan, and provide HSE services from there.
- Be prepared to work odd hours and in adverse weather.
Qualification and Experience QualificationMinimum experienceBE / BTech (AICTE/UGC-approved Engineering degree)2 yearsBSc (Science degree)3 years
- Valid IOSH, NEBOSH or ISRS certificate (mandatory for both).
- Experience must be relevant: HSE management in the E&P; industry, or as HSE Officer, Toolpusher, Driller or Assistant Driller on drilling or workover wells.
- Preference: Workover operation experience.
Knowledge and Skills
- HSE policy implementation, hazard identification, task risk assessment, permit-to-work, JSA and pre-job meetings, incident investigation, PPE selection, audits (such as pre-spud), emergency response planning, loss control and pollution control.
- ISO and ISRS standards, and the sequence of operations on a workover rig.
- Statutory knowledge: Mines Act 1952, Mines Rules 1955, MVTR 1966, OMR 2017, Environment Act 1986, and OISD standards, including revisions.
- Ability to frame site-specific SOPs, ERPs, risk registers and mock drills.
- Ability to handle emergencies and to improve and modernise safety and environment management systems.
- Proficiency in MS PowerPoint, Excel and Word.
- Strong communication skills for training and dealing with the public on pollution matters.
- Ability to liaise with government and statutory officials during audits.
Other Requirements
- Language: English and Hindi are required. Assamese is an added advantage.
- Age: 25 to 40 years at the time of deployment.
- Health: Sound health for tough site conditions and extreme weather. A Form "O" medical certificate (Rule 29(B) read with 29(C), Mines Rules 1955) must accompany the CV, with the original produced before deployment.
