Primary Purpose of the Job
Work effectively with QAT ARENERGY Management, Offshore Operators and all personnel related to design, planning, execntion, and assessment of emergency response systems to address operational emergencies. Maximizes value of HSE by reducing likelihood and magnitude of incidents and liabilities. Includes provision for communication, response,
evacuation, training & drills. Ensuring the readiness of Offshore Multiagency Agency
Coordination Center (MACC) and their systems.

Principal Accountabilities
I. inlplement the effective Emergency Response Strategy, processes, and procedures for
Offshore Operators and ensures it continues improvement.
- Acts as Subject Matter Expert / Technical Advisor for all aspects of Emergency
Preparedness and Response for Offshore Operators.
- Management and coordination of the MACC / EOC processes in event of Tier 2 and 3
events at Offshore Operators premises and support the Incident Commander in maintaining a Duty Roster and emergency incident data / information up to date.
- Ensure Site ER Procedures, related tools and processes including rcs based Site
Emergency Response Plans, Pre-Incident Plans and Tactical Response Plans,
checklists, etc. are developed and implemented to ensure the effective Emergency
Response for major incident hazards in line Local regulations, accepted Industry
Practices and International Standards.
- Develop and implement competency requirements by providing coaching, training,
executes annual drills and training exercise progranlS to test the readiness for
Emergency Response and coordination.
- Coordinates with ECC, Government authorities, coastguard,
and related ministries during emergencies.
- Conducts studies, analyses, and identification of credible emergency events considering demographics, evacuation routes, Mitigation control and procedures, employee awareness.
- Ensure compliance with current emergency management regulations and local statutes.

- The position has a major leadership component and accountable for the development,
execution and monitoring of Emergency Response Programs and Guidelines.
- Acts with independence in assessing the severity of incidents, suggest the best possible options and facilitate Emergency Response Process in event of Tier 2 and 3
events.
- Responsible for coordination with external agencies in keeping with Offshore
Operators interests and Management directives.
- Utilize the experience and competence to advise the management on Emergency
Response issues.
- Personal knowledge of best operational practices and a track record in applying these.

Qualifications I Knowledge I Skills I Experience
- Minimum Education: Bachelor's degree in relevant subject or equivalent
- Minimum Experience: Min 8 years' relevant experience. Broad knowledge of;
Offshore oil & gas operations; Emergency response to oil & gas related incidents; sound knowledge of Incident Co=and System (lCS); Credible emergency scenarios and response systems. Experienced in leading incident management teams and development of associated policies and procedures.
- Job Specific: High organization and negotiation skills; Strong leadership skills;
Excellent verbal and written co=unication skills; Excellent presentation skills; Strong customer (operations) focus & credibility within the organization; Ability to instruct,
train, coach and mentor senior staff.
Salary: 2000 – 2500 /- QAR per day(Salary will be fixed by client on completion of assessment (includes food, housing, transport, site allowance, gratuity). Salary will be paid as per client approved timesheet The candidate who ever gets selected needs to Rent a house nearby the work site as there might be needed on site whenever they have an emergency.
1. Working cycle: 12 hrs./ day and 7 days a week
2. Rotation cycle: your normal work cycle will be 28/28 i.e., 28 days ON and 28 days OFF. However, Qatar Energy reserves the right to extend or apply any another schedule/s as necessary. Off days will not be paid
